City Plan Commission Minutes
(Comprehensive Planning)
Monday, February 23, 2004 - 4:00 P.M.

PRESENT: Plan Commission Members: Chairman Mayor Wescott; Lois Feldman; Ann Shannon; Mike Phillips; Bud Flood; (Excused, Karen Aldinger and Fred Steffen)

1. APPROVAL OF THE FOLLOWING MINUTES: (Note: Some of these minutes were approved earlier, however, I enclosed all of them so you would have a complete record of the meetings - Barb)

February 24, 2003; March 24, 2003; April 28, 2003; May 28, 2003; June 30, 2003; July 28, 2003; August 25, 2003; September 29, 2003; November 24, 2003

Lois Feldman moved, seconded by Bud Flood, to approve the minutes with one correction to the November 24, 2003 minutes on page 2 where Chairman Wescott questioned why sidewalks were not put in on the south (should be north) side of Highway 10 East by Target and Frank's Hardware. Ayes all; Nays none; Motion carried.

2. COMPREHENSIVE PLANNING

Chairman Wescott stated the attachments show the changes made to the Housing section at the last meeting for review, and the first drafts of the Transportation and Utilities and Community Facilities chapters.

Jeff Schuler described the handouts regarding a lake study meeting tomorrow night, the traffic counts from DOT, and draft maps to be inserted in the Transportation and Utilities section, and copies of the comments made at the April 2003 meeting for the 11 areas of the city. He encouraged input on the Housing chapter.
Following, are the changes to the Housing chapter suggested by the commission:

- add the figure for UWSP in Table 2.2 on page 2 for convenience. (John Gardner noted in Table 2.2 - "1/3 of the 48%" is probably high - it is more like 2/3 or more of the rentals are not related to the off-campus student population)

- page 4, second to the last paragraph - We need to define "major rehabilitation" such as all electrical, all plumbing, foundations. The third sentence should read "These housing units, represent 1% of the total housing stock. And strike the remainder of that sentence.

- page 7 - first paragraph - third sentence - a comma after low and moderate income.

- page 7 - first paragraph - second sentence - change could to should in the second sentence.

- page 8 - we should define how we came to that conclusion on our population projections.

- page 8 - Table 2.9 - should be arranged by $ amount or Stevens Point should be in bold.

- page 9 - Family Income, figure 2.1 and 2.2 should be in color in the final report.

- page 10 - #7 - i.e. should be e.g.

- page 11 - #11 is very skillfully written to express the situation.

- page 12 - Section 2.4 A. - we need a definition of guiding principles.

- page 12 - #12 - should read: "We should explore the use of design review standards for residential development."

- page 13 - 2.5, third line of first paragraph - delete the word "compact".

- page 13 - 2.5 - first paragraph - "guide" instead of "promote" growth of new residential neighborhoods ...

- page 14 - Policy A1.4 - "ward" should be changed to "elected" officials.

- page 13 - A1.2 - add: ‘and low income".

- page 14 - B1.- eliminate "rental" and just say "Housing is monitored ..."

- page 14 - B1.2 - "and" instead of "or"

- page 14 - B1.3 - "Take action to" instead of "Actions should be"

- page 15 - B2 - Establish a subcommittee to "evaluate" instead of "report"

- page 15 - B3.7 - "Respond to" instead of "Identify"; and "and the lots be made available for new housing, or sold". (This should be moved to Objective B4 for existing housing and neighborhoods, and become B4.3)

- page 16 - Goal C. - "Plan for an adequate supply of land ..."

- page 16 - C1.1 - "Work with neighboring towns ..."

- page 16 - C1.2 - Delete - covered on page 12 - 2.4, 5. and 2.4, 6.

- page 16 - C1.3 - "Maintain an adequate supply ..."

- page 16 - C1.4 - "Avoid residential sprawl ..."

- page 16 - C1.5 - "Comply with Development Standards". "Review all subdivision ..."

- page 16 - C3.1 - "Investigate strategies (delete such as impact fees) to reimburse the city for costs of new development.

Mike Phillips moved, seconded by Lois Feldman, to adopt the revised Housing section with the recommended changes. Ayes all; Nays none; Motion carried.

Homework: Review Transportation and Utility Sections. Meeting adjourned at 5:25 p.m.
