City Plan Commission Minutes
(Comprehensive Planning)
Monday, May 24, 2004 - 4:00 P.M.

PRESENT: Plan Commission Members: Ch. Mayor Wescott; Lois Feldman; Ann Shannon; Dave Sowieja; Fred Steffen Other Committee Members: Ald. Sevenich, Walther, Molski, Rackow & Barber; Bob Freckmann; Liz McDonald

ALSO PRESENT: Comm. Dev. Dir. John Gardner; Po. Co. Planning Dir. Chuck Kell; Assis. Po. Co. Planners, Sarah Nimmer & Tim Semmann; Bernice Woitczak; Reid Rocheleau

1. APPROVAL OF THE MARCH 29, 2004 MINUTES

Lois Feldman moved, seconded by Ann Shannon, to approve the minutes of the March 29, 2004 meeting. Ayes all; Nays none; Motion carried.

2. COMPREHENSIVE PLANNING

- Transportation - Land Use Mapping

Chairman Wescott reviewed the attached memo and noted he has had some requests to move this meeting up earlier in the day because we don't get a large turnout from the public and it is video taped so people can watch it at another time. Commissioners should think about it.
If commissioners have comments on pages 1-19 in Chapter 3 - Transportation Section we will discuss them now.

Ann Shannon - page 5 - could we include a map of the segment west of I-39 for the by-pass route of USH 10.

Lois Feldman - Pg. 7. Trucking - Water Street should be listed; Pg. 11. CWA - the paragraph seems kind of small.

John Gardner reviewed the 8 goals of Transportation Goals, Objectives and Policies (Pages 19-23) and encouraged discussion.

Tim Semmann noted commissioners should keep in mind that these policy statements are intended for people to use over the next 10-20 years. A policy statement should be something that helps direct some type of action.

The following changes were suggested by commissioners:

Goal 1:Objective 1.3: Policy d. should read: Review and implement potential for shared parking.
Objective 1.4: Policy f: should read: Cooperation between the developer and the city to quantify the projected traffic........
Objective 1.4: Policy h: should read: Work with the State and County Highway Departments.....
Objective 1.4: Policy i: should read: Schedule the construction of City streets in accordance with actual land development needs (no comma) in order to avoid the commitment of City resources and to avoid scattered development.

Goal 2: Objective 2.1:
Policy a: Review existing standards for different classes of roadway including, but not limited to, road width, need for sidewalks, curb radii, and traffic calming techniques.

Goal 3: Objective 3.2:
Policy a: Discourage roadways from becoming barriers to movement
Policy b: Discourage major roadways from dividing neighborhoods

Goal 5: Objective 5.1:

Staff will add information from the adopted Bicycle and Pedestrian Plan in this section.

Goal 6: Objective 6.2:
Policy b: Work to implement a quiet zone throughout the City of Stevens Point.
Policy c: Work toward the construction of a grade separation at Country Club....
Policy d: (Eliminate "The City will") Continually address problems such as .......

Goal 8:Objective 8.2: Increase awareness of public transportation options available .... Objective 8.3: Coordinate with adjacent municipalities and other entities to provide.... Policy b: Coordinate with the Village of Whiting to maintain a transit route.....

Chairman Wescott moved, seconded by Fred Steffen, for preliminary approval of adopting the Transportation Section and include the modifications suggested above.
Ayes all; Nays none; Motion carried.

John Gardner reviewed the preliminary Land Use Plan options. He met with the Town of Stockton Smart Growth committee and let them know we are interested in working with them.
They will be meeting again on May 28. Any commissioners are invited to go along

Fred Steffen indicated he would be interested in going with John to the May 28 Stockton meeting.

Chairman Wescott suggested joint meetings with the Town of Stockton and also the Town of Hull in the future. He wants to keep the lines of communication open.
