(COMPREHENSIVE PLANNING)
Monday, October 25, 2004 - 4:00 p.m.

Utilities/Community Facilities
Ag, Natural and Cultural Resources
Chairman Wescott noted there seems to be a problem
getting a quorum for this meeting and it could be the 4:00-6:00 time period, and suggested trying 3:00-5:00 p.m.
for the next meeting. He will check with other commissioners.
He noted there will be no regular Plan Commission meeting on Nov. 1, 2004, and due to the holidays, we likely will
not have a Comprehensive Planning meeting on Dec. 27, 2004.
Ann Shannon liked the 3:00-5:00 p.m. She noted many times we spend a lot of time going over the previous chapter
before we can start the next one, and may be we could do some of that at the regular Plan Commission meeting if
it is not a long agenda.

Lois Feldman moved, seconded by Ann Shannon, to approve the minutes of the October 4, 2004 meeting. Ayes all; Nays
none; Motion carried.
2. COMPREHENSIVE PLANNING
Utilities/Community Facilities
Ag, Natural and Cultural Resources
Jeff Schuler stated there is nothing for the Utility/Community Facilities portion and reviewed the revisions to the Ag, Natural and Cultural Resource section.
The following changes were suggested by commissioners
for Chapter 5:
Pg. 8 - I. - first paragraph - insert "education," in the second sentence between "for" and
"public", and strike the last sentence because it is in contrast to what is downtown
Map 5.4 Wetlands - describe the red line
Pg. 11 - Staff had prepared a Woodland Map at the request of Ald. Markham, however, it really didn't tell a lot. They will bring it back at another time.
Pg. 12 - last paragraph - the first sentence should read... " buildings in the Mitchell Square area of Main Street Historic District.
Pg. 13 - B. Second paragraph - delete "recently-constructed" in describing soccer fields, and delete "Even" and make a sentence beginning with Emerging sports...
Pg. 14 - Delete the Issues section, but make sure they are addressed elsewhere.
Pg. 15 - Conclusions - A.1.Holding pattern for agricultural zoning;
A.2. replace "to assign to" with "for".
B.4. Insert the following: "Communicate constructively and develop professional working relationships with elected officials and local residents of adjoining municipalities so as to better coordinate future growth and development."
Pg. 16 - 7. Last sentence - replace "problem" with "phenomenon".
9. Replace "valuable" with "important"
10. Add "and" between nature study and photography and delete "etc."
Pg. 17 - C. Cultural Resources
1. Delete "at its present level" and replace with "or increased"
2. Sentence should read: "to offer financial and/or staff support and delete "to them"
5.6 Agricultural Goals, Objectives and Policies
A. Goal 1: Insert "Approach the annexation of agricultural land in the best interests of the City while being sensitive to neighboring concerns."
A. Objective 1.1: Delete "proposed" and "for development"
A. Move Objective 1.2 and Policies 1.2a, 1.2b, & 1.2c to B. Natural Resources Goals/Objectives/Policies
Pgs. 17,18,19 - Re-draft Natural Resources Section
Pg. 19 - Policy 1.2e - Delete "To explore the feasibility of abating" and replace with "Continue to abate"
(Staff will re-draft the Natural Resources section)
C. Second sentence - Insert "appreciation" to read: Encourage identification, appreciation, and protection of historic and cultural resources.
Goals - 2nd goal - Delete "become" and re-write to read: "Support the Arts as an integral part of our community."
3rd goal - Delete "general" and "more" to read: Make the public aware of cultural resources.
Pg. 20 - C. - Add: "Conservatory for the Creative Arts" and then alphabetize the list
Next meeting will be Monday, November 22, possibly
at 3:00 p.m. and will deal with the Ec. Dev. element.
