Mayor's opening remarks.
Mayor Wescott stated tomorrow the City's delegation will make its formal presentation of the Main Street program
to the Department of Commerce in Madison.
Mayor Wescott announced for the 23rd time Stevens Point has been named Tree City USA by the National Arbor Foundation.
The City of Stevens Point has also been awarded the Growth Award for the fifth year in a row.
Mayor Wescott noted RelocateAmerica.com has once again named Stevens Point to its top 100 places to live in America
list.

5. Parting comments from
retiring Alderperson Jo Seiser, 4th District.
Mayor Wescott presented retiring Ald. Seiser with a plaque.
Ald. Seiser reviewed all the committees she was involved in. The alderperson really valued the hard work of all
the city staff. Ald. Seiser thanked everyone for all their dedicated work. Ald. Seiser welcomed Mike Wiza as the
new 4th District Alderperson.
6. Update on Economic Development
Initiatives - Brian Doudna, Executive Director, Portage County Business Council.
Brian Doudna, Executive Director, gave a brief presentation on Economic Development Initiatives.
Mayor Wescott asked what the climate is today for business development versus one to two years ago?
Brian Doudna stated the economy has been poor. Mr. Doudna said development is slow but is starting to pick up.
7. Plan Commission meetings

Ald. Phillips moved, Ald. Moore seconded, for approval of the Plan Commission minutes of March 29, 2004 and April
5, 2004.

8. Public hearing - request
of Parkdale Development LLC to construct and operate a Hotel/Convention Center at the northeast corner of Amber
Lane and Windy Drive, as a Conditional Use, was declared open by the Mayor.
Bill Bayba, 3416 Teton Drive, is available for any questions on this development.
As no one further wished to speak, the Mayor declared the public hearing closed.

Ald. Markham asked if the storm water retention had been worked out?
Director Gardner stated it has not yet been worked out but before any permits are issued, the storm water retention
issue will be resolved.
10. Public hearing - request
of Schertz Properties LLC, 1324 Second Street, Stevens Point, to operate a tavern, as a Conditional Use, was declared
open by the Mayor.
Hans Hartleben, 2700 Mary Street, said at the Public Protection Committee meeting, some of the committee members
did not agree with the name for the establishment. Mr. Hartleben noted the establishment's name will be changed
to Lucky's Pub.
As no one further wished to speak, the Mayor declared the public hearing closed.

Ald. Molski moved, Ald. Sowieja seconded, for adoption of the ordinance.
Ald. Sowieja asked if Director Halverson could go through the ordinance and give a brief explanation of each?
The Director said most of the changes are language and statute number updates.
Ald. Markham would like Section 13.09(2) explained.
Director Halverson stated this is already in the ordinance and the only change is to the statute number.
City Attorney Molepske noted that State Statute 66 was all renumbered. The City of Stevens Point will not extend
sewer outside the City. The City can also restrict the service to the outside except in the case where the City
is already servicing Village of Park Ridge and the Town of Plover in the boundary adjustment area.

the reports and place them on file.
Ald. Walther said at the April Transportation Commission meeting, it was approved to recommend the final UWSP U-Pass
contract.
Ald. Moore asked about the final drafts of logos?
Transit Manager Lemke said the attached copies to the Transportation Commission minutes are the final plan for
the new logo. The actual logos will be more colorful.
Ald. Moore asked about a dot above the "I" on the logos?
Transit Manager Lemke said one of the logos did have a dot, however, after review by the Commission members that
one did not get chosen.

Reid Rocheleau voiced his concerns regarding public participation during meetings and garbage violations on Water
Street.
Victoria Zdroik read her letter of resignation as City Clerk effective April 30, 2004.
Mayor Wescott said it is with a deep sense of loss for our community that he reluctantly accepted the resignation
letter from City Clerk Zdroik. For 27 years, Victoria Zdroik has served this community with honor and dedication.
Clerk Zdroik is here to serve and to work for the people who elected her.
26. Parting comments from
retiring Alderperson Mike Phillips, 10th District.
Mayor Wescott presented a plaque to retiring Ald. Phillips.
Ald. Phillips said it has been a pleasure to serve on the Council for the past nine years. Ald. Phillips along
with the fellow alderpersons were committed to making Stevens Point a better community. The alderperson stated
the City Officials, Directors and entire City staff are all outstanding. Ald. Phillips noted the many projects
that had been accomplished. Ald. Phillips thanked all his supporters in the recent election.
