2. Salute to the flag and Mayor's
opening remarks.
Mayor Wescott said the Public Protection Committee met last week to hear public testimony on a smoking ban in public
places. The vote was 3-2 to do nothing at this time. The issue will be before the July 19 Council to decide if
they want the City Attorney to draft a smoking ordinance. The Mayor emphasized there is no proposed ordinance at
this time.
3. Approval of the minutes
of the Regular Common Council meeting of May 17, 2004.
Ald. Barr moved, Ald. Sowieja seconded, for approval of the Common Council minutes of May 17, 2004.
Roll Call: Ayes all.
Nays none. Motion carried.
4. *Persons who wish to
address the mayor and council on specific agenda items other than a "Public Hearing" must register their
request at this time. Those who wish to address the Common Council during a "Public Hearing" are not
required to identify themselves until the "Public Hearing" is declared open by the Mayor.

5. Plan Commission meetings
of May 24, 2004 and June 7, 2004.
Ald. Sowieja moved, Ald. Walther seconded, for approval of the Plan Commission minutes of May 24, 2004 and June
7, 2004.
Roll Call: Ayes all.
Nays none. Motion carried.
6. Public hearing - request
of Robin Engum, 925 Maria Drive, to construct a Multi Family Development as a Conditional Use, was declared open
by the Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.
7. Resolution on the above.
Ald. Sevenich feels increasing the occupancy and parking spaces to 25 for the multi family development is too much.
The alderperson would like the conditional use permit to remain the same as approved by the Plan Commission.
Ald. Sevenich moved, Ald. Walther seconded, for adoption of the resolution with the conditions approved by the
Plan Commission, the final facade and the relocation of the dumpster to the southwest corner of the site.
9. Public hearing - amending
Zoning Ordinance which would classify property located at 221 Green Avenue, as "R-2" Single Family Zoning,
was declared open by the Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.
10. Ordinance on the above.
Ald. Molski moved, Ald. Stroik seconded, for adoption of the ordinance.
13. Public Protection Committee
meeting of June 14, 2004.
Ald. Rackow moved, Ald. Moore seconded, for approval of the Public Protection Committee minutes of June 14, 2004,
with item #1C (Shonna Kurzinski) pulled for further discussion.
Roll Call: Ayes all.
Nays none. Motion carried.
Ald. Wiza stated the motion at the Public Protection Committee was to postpone a decision on the rejection for
Shonnna Kurzinski until after the final disposition of the complaint. Based on the guidelines, Ms. Kurzinski has
not yet been convicted.
Ald. Wiza moved, Ald. Sowieja seconded, to grant an operator/bartender license to Shonna Kurzinski with the provision
that if convicted, the Public Protection Committee be notified so a meeting can be set to review the license.
Ald. Sowieja asked if a stipulation can be attached with the issuance of the license to Shonna Kurzinski. If she
is found guilty, can the license be revoked?
Clerk Kranig said a public hearing would be required to revoke the license.
Ald. Sowieja asked if the Public Protection Committee could be notified if Ms. Kurzinski is convicted.
Clerk Kranig replied the Police Department could follow up on the case.
Mayor Wescott noted if there is a conviction, a special meeting would be required to revoke the license.
Ald. Stroik asked if a six month license can be granted to Ms. Kurzinski.
Clerk Kranig said there is not a provision to issue a six month license.
Ald. Rackow said the motion made at the Public Protection Committee was to postpone the decision until after the
final disposition. It is easier to grant a license than to revoke a license.
Chief Morris said the case is pending in Marathon County, and includes resisting arrest.
Mayor Wescott said the rules that the Public Protection Committee uses as a guideline were crafted by the Committee.
Ald. Stroik asked if no action is taken, is Ms. Kurzinski's job in jeopardy?
Mayor Wescott replied Ms. Kurzinski can tend bar with another licensed bartender.
16. Board of Public Works
meeting of June 14, 2004.
Ald. Stroik moved, Ald. Sowieja seconded, for approval of the Board of Public Works minutes of June 14, 2004.
Ald. Barber would like another Southside District meeting because some constituents are still concerned about the
traffic signal placement.
Director Euclide said the question was raised as to whether the Board would be looking at the issue of the traffic
signal placement again. The Director stated the issue would not be looked into any further unless he would receive
direction from the City Council to do so.
Ald. Stroik noted that the committee had voted 11-4 to keep the signal at the Madison and Park Street intersection.

Ald. Walther moved, Ald. Barr seconded, to accept the reports and place them on file.

21. Persons who wish to
address the mayor and council for up to three (3) minutes on non-agenda item.
Jo Seiser, 616 Fourth Avenue, voiced her support for a referendum to be placed on the ballot to elect a County
Executive. Ms. Seiser announced citizens are already collecting signatures for placing the referendum on the ballot
to elect a County Executive.
Norm Myers, 416 Union Street, thanked the Public Protection Committee for holding a special meeting to discuss
the smoking issues. Secondly, Mr. Myers finds it difficult to call Church Street a short cut to downtown. Lastly,
Mr. Myers would appreciate a welcome wagon for new business owners.
Reid Rocheleau, 408 Cedar, voiced his concerns regarding the Southside Advisory Committee.
Mayor Wescott stated the Southside Advisory Committee is a group of private citizens who volunteered their time
to serve their community. They recommended the traffic signal configuration at Madison and Park Street versus Dixon
Street remain as recommended by the Common Council in August, 2001.
Director Euclide asked the Advisory Committee members if they wanted to revisit the issue on the location of the
traffic signals. Three members voted to return it to the Board of Public Works and six members voted against it.
The members that were not present were also asked for their input. The final outcome was a 10-4 vote to not bring
it back for further discussion.
