Regular City Council Meeting Minutes
August 16, 2004, 7:00 P.M.

Roll Call: Present: Ald. Sevenich, Walther, Markham, Wiza, Sowieja, Barr, Rackow, Molski, Stroik, Barber, Moore

2. Salute to the flag and Mayor's opening remarks.

Mayor Wescott noted the alderpersons were provided with a memo from the Stevens Point Police Officer's Organization concerning a fund-raiser they are involved in.

Mayor Wescott stated the DNR has notified the City that at this time they are no longer pursuing the development of a ranger station at the northeast corner of Olympia Avenue and County Hwy. HH. The Mayor advised the Council that the City is continuing to work with the DNR on alternate sites for the ranger station.

3. Approval of the minutes of the Regular Common Council meeting of July 19, 2004.

Ald. Barr moved, Ald. Stroik seconded, for approval of the regular Common Council minutes of July 19, 2004.

Roll Call: Ayes all.
Nays none. Motion carried.

4. Persons who wish to address the mayor and council on specific agenda items other than a "Public Hearing" must register their request at this time. 5. Plan Commission meeting of August 2, 2004.

Ald. Rackow moved, Ald. Sowieja seconded, for approval of the Plan Commission minutes of August 2, 2004.

Roll Call: Ayes all.
Nays none. Motion carried.

6. Public hearing - acceptance of land donation - NE corner of Badger Road and Highway 10 East, was declared open by the Mayor.

Reid Rocheleau, 408 Cedar Street, stated this land is not in the City of Stevens Point. Mr. Rocheleau feels the land donation at the northeast corner of Badger Road and Highway 10 East should be an annexation issue.

As no one further wished to speak, the public hearing was declared closed.

7. Resolution on the above.

Ald. Rackow moved, Ald. Barr seconded, for adoption of the resolution.

Ald. Rackow said the City of Stevens Point already owns other land outside the city limits.

Roll Call: Ayes: Ald. Sevenich, Walther, Markham, Wiza, Sowieja, Barr, Rackow, Molski, Stroik, Moore.
Nays: Ald. Barber.
Ayes - 10. Nays - 1. Motion carried.

8. Public hearing - acceptance of right-of-way - Whitetail Drive, was declared open by the Mayor.

As no one wished to speak, the public hearing was declared closed.

9. Resolution on the above.

Ald. Molski moved, Ald. Stroik seconded, for adoption of the resolution.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Rackow, Barr, Sowieja, Wiza, Markham, Walther, Sevenich.
Nays: None. Motion carried.

10. Public Protection Committee meeting of August 9, 2004.

Ald. Rackow moved, Ald. Wiza seconded, for approval of the Public Protection Committee minutes of August 9, 2004.

Roll Call: Ayes all.
Nays none. Motion carried.

11. Board of Public Works meeting of August 9, 2004.

Ald. Stroik moved, Ald. Walther seconded, for approval of the Board of Public Works minutes of August 9, 2004.

Ald. Barber does not feel the Southside Citizen Advisory Committee meeting notes should be included as part of public record.

Roll Call: Ayes: Ald. Sevenich, Walther, Markham, Wiza, Sowieja, Barr, Rackow, Molski, Stroik, Barber, Moore.
Nays: None. Motion carried.

12. Resolution approving Assessor's Plat Number 6.

Ald. Sevenich moved, Ald. Molski seconded, for adoption of the resolution.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Rackow, Barr, Sowieja, Wiza, Markham, Walther, Sevenich.
Nays: None. Motion carried.

Ald. Molski moved, Ald. Markham seconded, for adoption of the traffic ordinance.

Roll Call: Ayes: Ald. Sevenich, Walther, Markham, Wiza, Sowieja, Barr, Rackow, Molski, Stroik, Barber, Moore.
Nays: None. Motion carried.

15. Personnel Committee meeting of August 9, 2004.

Ald. Molski moved, Ald. Moore seconded, for approval of the Personnel Committee minutes of August 9, 2004.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Rackow, Barr, Sowieja, Wiza, Markham, Walther, Sevenich.
Nays: None. Motion carried.

16. Finance Committee meeting of August 9, 2004.

Ald. Barr moved, Ald. Sowieja seconded, for approval of the Finance Committee minutes of August 9, 2004.

Roll Call: Ayes: Ald. Sevenich, Walther, Markham, Wiza, Sowieja, Barr, Rackow, Molski, Stroik, Barber, Moore.
Nays: None. Motion carried.

17. Consideration of claim - Harvath.

Ald. Rackow moved, Ald. Barr seconded, to deny the claim for David Harvath.

Roll Call: Ayes all.
Nays none. Motion carried.

18. Ordinance amendment – increase pollworkers for Presidential Election.

Ald. Stroik moved, Ald. Markham seconded, for adoption of the ordinance.

Roll Call: Ayes: Ald. Sevenich, Walther, Markham, Wiza, Sowieja, Barr, Rackow, Molski, Stroik, Barber, Moore.
Nays: None. Motion carried.

19. Board of Park Commissioners meeting of August 4, 2004.

Ald. Sevenich moved, Ald. Markham seconded, for approval of the Board of Park Commissioners minutes of August 4, 2004.

Ald. Wiza stated the donation of land is not in the city. The City of Stevens Point does not collect taxes for this property so the City will not lose any tax revenue.

Roll Call: Ayes all.
Nays none. Motion carried.

20. Board of Water and Sewage Commissioners meeting of August 11, 2004.

Ald. Molski moved, Ald. Stroik seconded, for approval of the Board of Water and Sewage Commissioners minutes of August 11, 2004.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Rackow, Barr, Sowieja, Wiza, Markham, Walther, Sevenich.
Nays: None. Motion carried.

21. Reports:

Police and Fire Commission meeting of July 26, 2004 and August 10, 2004.
Statutory monthly financial report of the Comptroller-Treasurer.
Transportation Commission meeting of August 3, 2004.

Ald. Walther moved, Ald. Markham seconded, to accept the reports and place them on file.

Roll Call: Ayes all.
Nays none. Motion carried.

22. Mayor's appointments -

Smongeski Health Fund Committee - 1 year term expires September 1, 2005.
Supplemental Election Workers list.

Ald. Rackow moved, Ald. Wiza seconded, for confirmation of the Mayor's appointments.

Roll Call: Ayes all.
Nays none. Motion carried.

23. Persons who wish to address the mayor and council for up to three (3) minutes on non-agenda item.

Reid Rocheleau voiced his concerns regarding the conditional use request to construct the DNR ranger station at the northeast corner of Olympia Avenue and County Hwy. HH.

Reid Rocheleau also voiced his opinion on sewer services for the Village of Whiting.
