Special City Council Meeting Minutes
Monday, November 29, 2004 - 6:15 P.M.
City Water Department - 300 Bliss Avenue
Mayor Gary W. Wescott, presiding
Roll Call: Present: Ald. Sevenich, Markham, Wiza, Barr, Rackow, Molski, Stroik, Barber, Moore
Excused: Ald. Walther, Sowieja

Mayor Wescott called the meeting to order at 6:30 p.m.
1. Discussion and possible action on changing
the third party administrator for the City's health insurance.
Alderman Stroik asked if making such a change would tie the City's hands for future benefit changes. Mayor Wescott
indicated that it would not; this is the first step of many in a long process for the City relating to health insurance.
Jeff Steckbauer from Virchow Krause Benefits added that he has not witnessed in instance where a conversion to
Wausau Benefits resulted in a large increase for the following year.
Alderman Barr moved, Alderman Molski seconded, to adopt the recommendation forwarded by the joint Personnel and
Finance Committees and to authorize the Mayor to execute a contract changing the claims administrator to Wausau
Benefits effective January 1, 2005 and reduction in reinsurance costs be applied to replenishing the loss in the
health insurance fund balance from 2003. Ayes, all; nays none. Motion Carried.
