Finance Committee Minutes
March 8, 2004 at 7:10 P.M.


PRESENT: Chairman Barr, Ald. Rackow, Phillips, and Molski

EXCUSED: Ald. Walther

1 - ASSESSOR'S REPORT

Motion made by Ald. Rackow, seconded by Ald. Phillips to approve the report of the Assessor and place it on file.

Ayes: All Nays: None Motion carried.

2 - WISCONSIN LOCAL GOVERNMENT TELECOMMUNICATIONS COALITION A. RESOLUTION B. APPROVAL OF TARIFF PATROL

C/T Schlice stated this is a group of municipal governments working together to combine resources and also to work together for future contracts with the phone industry. There is no cost to us, it is on the agenda to approve them to work on the City's behalf. He will be representing the City on the Board of Directors and anything that would have any financial implications would come back to the Finance Committee and Common Council before they were to occur.

Ald. Rackow stated he supports this as we are already a member of the Central Wisconsin Purchasing Committee, our recycling is done cooperatively, along with cable television, so we do benefit from working together.

Motion made by Ald. Rackow, seconded by Ald. Phillips to approve the resolution of working with the Wisconsin Local Government Telecommunications Coalition.

Ayes: All Nays: None Motion carried.

Motion made by Ald. Rackow, seconded by Chairman Barr to approve the tariff patrol.

Ayes: All Nays: None Motion carried.

3 - RECOMMENDATION FROM DEPARTMENT OF PUBLIC WORKS - SECOND STREET PROJECT (WEST RIVER DRIVE CULVERTS)

Motion made by Ald. Molski, seconded by Ald. Phillips to approve the recommendation for the Second Street Project (West River Drive Culverts) with short-term borrowing.

Ayes: All Nays: None Motion carried.

4 - REQUEST TO AUTHORIZE THE MAYOR AND THE CLERK TO EXECUTE A QUIT CLAIM DEED ON HENRY DANCZYK PROPERTY LOCATED ON FOREST STREET NORTH AND AUTHORIZE TAX REFUND TO PORTAGE COUNTY

C/T Schlice stated there is a change in which we do not have to authorize a tax refund to Portage County as they have worked out a deal with Henry and he will make them whole from their end so that we do not have to issue a check.

Ald. Molski questioned an article in the paper that stated they gave his property back to him.

Attorney Molepske stated that the Portage County Treasurer did not serve the taxpayer (Mr. Danczyk) the proper paperwork in the allotted time, which renders the deeds void. It is very technical and easy to miss a step, but the deed is to be taken within one year of service by return receipt and if that is not done, the tax sale is void.

C/T Schlice stated that we would be issuing the deed to Portage County and Portage County would then be issuing the deed to Henry Danczyk.

Ald. Rackow clarified that it was three properties that were involved and questioned if this affects the other two.

Attorney Molepske replied the only one we were involved in was the Forest Street North property.

Motion made by Chairman Barr, seconded by Ald. Molski to approve the Mayor and the Clerk to execute a Quit Claim Deed on the Henry Danczyk property located on Forest Street North.

Ayes: All Nays: None Motion carried.

5 - APPROVAL OF PAYMENT OF CLAIMS

Motion made by Ald. Rackow, seconded by Ald. Phillips to approve the payment of claims in the amount of $591,010.80.

The claims were discussed.

Ayes: All Nays: None Motion carried.
