Finance Committee Minutes
May 10, 2004 at 7:10 P.M.

1 - ASSESSOR'S REPORT
Motion made by Ald. Rackow, seconded by Ald. Molski to approve the report of the Assessor and place it on file.
Ayes: All Nays: None Motion carried.
2 - UWSP/TRANSIT CONTRACT
- BUDGET AMENDMENT
C/T Schlice stated that this has been approved through the Transit Commission last month, but we need to amend
the budget to cover it. The impact on the budget is zero, but we need to change the numbers in the budget for state
audit purposes.
Motion made by Ald. Rackow, seconded by Chairman Barr to approve the UWSP/Transit contract and to amend the budget
in the Transit account.
Ald. Walther stated that as chairman of the Transit Commission, he thinks this is something that is going to improve
the bus system and the relationship with UWSP.

3 - FUNDING FOR CITY SHARE
OF TOWER REPLACEMENT
C/T Schlice passed out a new handout with the latest numbers from Sandy Curtis. He was given new numbers this afternoon
because the original numbers that were given to him did not include the estimate for wiring, roofing or welding.
The new number for 38.9% would be $15,106 and he would recommend approval with the cost not to exceed $15,500,
recognizing that the numbers for wiring, roofing and welding is just an estimate right now. The money would come
from contingency.
Motion made by Ald. Molski, seconded by Ald. Rackow to approve the funding for the City share of the tower replacement
with the cost not to exceed $15,5000 and funding to come from contingency.

4 - CONSIDERATION OF CLAIMS
- RETTLER
C/T Schlice stated that Sentry has denied the claim and has recommended us to do the same.
Motion made by Ald. Molski, seconded by Chairman Barr to deny the consideration of claim for Rettler.
Ayes: All Nays: None Motion carried.
5 - CONSIDERATION OF BIDS
- LEGAL ADVERTISING
C/T Schlice stated that last year was the first year we did this, so this would be our second year. The bids came
in very close as noted in the packet. Typically, for about the last 10-12 years, we have been doing our legal notices
as a display category rather than classified because it is much cheaper that way. Stevens Point Journal had a total
bid package, if we figure for a set amount of inches of $10,531 and the Portage County Gazette was $10,475 so it
is very close, but Portage County Gazette would be the low bidder and according to State Statute, we have to take
the low bidder.
Motion made by Chairman Barr, seconded by Ald. Moore to accept the bid from the Portage County Gazette for our
legal advertising for the next year.
Ald. Markham questioned if we had a readership comparison for either paper.
C/T Schlice replied no, and the Statute does not say anything about that. He also stated that everything is on
our website too.

6 - RECOMMENDATION FROM BOARD
OF PUBLIC WORKS - BLISS AVENUE PROJECT
C/T Schlice stated that the total estimated cost is $205,600, which would be split between the Water Department
and the City based on a portion of the road work and the water pipe for the Water Department and for the sewer
and part of the road for the general City. The City is responsible for the sewer and the utility is responsible
for the water portion but we are splitting the cost on the road work because that is causing the road to have to
be replaced.
Motion made by Ald. Molski, seconded by Ald. Walther to approve the funding of the Bliss Avenue project with short-term
borrowing. (estimated cost - $205,600)
Director Halvorsen stated that the cost of the water pipe is not included in these numbers as it will be paid for
directly by the utility. The cost sharing is for the replacement of the pavement.

7 - CONSIDERATION OF HIRING
CONSULTANT - WELLHEAD PROTECTION REVIEW
C/T Schlice stated this was discussed last October and the recommendation from the Water Department was to hire
John Jansen with a total cost not to exceed $4,000, which is including extra meetings, etc. with a 50/50 split.
Motion made by Ald. Rackow, seconded by Chairman Barr to approve hiring John Jansen as the consultant for the wellhead
protection review, with a total cost not to exceed $4,000 with a 50/50 split with the Water Department.

8 - APPROVAL OF PAYMENT OF
CLAIMS
Motion made by Ald. Rackow, seconded by Ald. Molski to approve the payment of claims in the amount of $340,552.97.
Ayes: All Nays: None Motion carried.
