1. Roll Call

Present - Glodosky, Hahner, Okonek, Phillips, Freckmann, Sevenich, McDonald, Sorenson, Moore
Absent Excused - Aldinger, Curtis
Also Present - Tom Schrader, Carole Francel

2. Approval of the December 3, 2003 Minutes

Motion was made by Moore, seconded by Hahner to approve the Minutes of the December 3, 2003 Meeting.

Ayes; all, Nays; none. Motion carried.

3. Recommendation on Purchasing 2416 Bush St. Property

Schrader said that the owner of 2416 Bush Street contacted him about the city purchasing her property, in the area of $70,000 to $80,000. Schrader would advise having a market appraisal done, on the property, to help determine market value. He further stated that our current Park Plan calls for the land, south of Morton Park, to be purchased as it becomes available. To date, we have purchased two of the three properties to the south of the park. This parcel would be the last parcel we need to purchase.

Motion was made by Phillips, seconded by Hahner, to purchase the property at 2416 Bush Street upon appraisal of property.

Ayes; all, Nays; none. Motion carried.

4. Recommendation on Draft of 2004-2009 Comprehensive Outdoor Park Plan

Schrader went through the draft, page by page, and the Commissioners pointed out grammatical and punctuation errors. On page 7, Phillips noted that Consolidated Paper Company is Consolidated Power and Light and there are two bridges, not one, crossing the Wisconsin River.

On page 9, Moore questioned the name Roundy's, and whether that will change and McDonald noted that Sentry employs 2,200 people, not 2,015. On page 38, Okonek noted that a Youth Sports Complex has been developed and the number of soccer fields is eleven with one lighted field. Sevenich felt we should add "looking into private schools" as another regional facility. On page 39, Okonek said #7 should read PCYOI, PCYS.

On page 49, Phillips felt we should add under J.Texas Park, "Continue playground equipment" and under M.Veteran's Memorial Park add "#8. Revisit after Business 51 is relocated On page 50, Sorenson said to change the years under Section 7.0 to 2004-2009 and Hahner pointed out that under V.Whitetail Park, Disc Golf Course and Recreational should be in small letters and on page 51, that #4 utilizing should be utilization.

Motion was made by Phillips, seconded by Moore to approve the 2004-2009 Comprehensive Outdoor Park Plan Draft . Schrader said it will go to Plan Commission and then Common Council in February for final approval.

Ayes; all, Nays; none. Motion carried.

There being no other business to come before the Commissioners, Motion was made by Phillips, seconded by McDonald to adjourn meeting at 7:20 p.m.
