Board of Park Commissioners Minutes
March 3, 2004

2. Approval of the January
7, 2004 Minutes
Motion was made by Okonek, seconded by Sorenson
to approve the Minutes of the January 7, 2004 Meeting.
Ayes; all, Nays; none. Motion carried.
3. Update on Erickson Nature
Area (Audubon Society)
Kent Hall from the Audubon Society outlined the
management plan the Society plans to take on developing the area. The plan calls for controlling unwanted vegetation
species, construction of two boardwalks, entrance sign and an entrance kiosk. The kiosk panels would highlight
the following: show the migration patterns of birds using the area, list the species of birds and their habits
that use this area, highlight the Plover River and the parks and public access points along it, a narrative talking
about the area parks and a donor list. The Society plans on having their work day on April 24, 2004. All of the
costs, associated with the signage and boardwalks, will be paid for by Audubon. Hall thanked the city for making
this land purchase happen. That without the city's help, donation from the land owner of land and DNR grant funds,
this project wouldn't have happened.
Phillips felt that the city is getting short changed on this project. That, by not allowing this land to be developed,
the city is losing $400,000.00 in taxes over the next ten years.
Motion was made by Phillips, seconded by McDonald, to approve the signage and management plan for this area.
Ayes; all, Nays; none. Motion carried.
4. Recommendation on Recommendations
from Plan Commission on 2004-2009 Comprehensive Outdoor Park Plan
Schrader stated that the Plan Commission met Monday
and made the following recommendations to the plan:

B. Goerke Park
#1. ... with no further encroachment south or east into park property.
Phillips thought that the verbiage was not flexible enough. That we should not restrict MidState in any way as
it relates to future expansions.
Glodosky felt that parks are for park purposes, not outside uses. That just two years ago, we addressed this issue
and approved that expansion, after hearing from MidState, that this was their last expansion at this site.
Schrader told the Commission, that as far as he knows, MidState doesn't have any expansion plans. That the issue
of flexibility was raised at the Plan Commission, by Community Director Gardner, not MidState.
Freckmann stated that this is very important inner city green space. That the most pressure, we will receive as
a Commission, will relate to giving up inner city green space. We, as a commission need to guard against the idea
of giving up such valuable green space.
Motion was made by Glodosky, seconded by Okonek to approve the Plan Commission recommendation as it relates to
6.2 B. #1.

#21 Construct an underpass, for the Green Circle Trail, under the Canadian National tracks where the trail intersects
the tracks, near Wisconsin River and Wisconsin Street.
Motion was made by Phillips, seconded by Moore to approve the Plan Commission recommendations as they relate to:

O. Pfiffner Pioneer Park
#7. Work towards converting the former Central Company
building from storage use, to more of a public use facility.
Motion was made by Phillips, seconded by Moore to approve the Plan Commission recommendations as they relate to:

Ayes; all, Nays; none. Motion carried.
Commission thanked Alderperson Rackow for his corrections/suggestions.
5. Director's Report
There being no other business to come before the Commissioners, Motion was made by Phillips, seconded by McDonald to adjourn meeting at 7:00 p.m.
