2. Approval of the June 2,
2004 Minutes
Motion was made by Curtis, seconded by Sevenich
to approve the Minutes of the June 2, 2004 Meeting.
Ayes; all, Nays; none. Motion carried.
3. Review and Approval of
Whitetail Trail Subdivision
Schrader said that the city is developing a subdivision
on the former Yulga property. The northern 24 acres, of the parcel, has already been dedicated park. It was agreed
upon, with the Yulga family, that when the city was given the land by the Yulga family, we would develop a park
when the land was subdivided. The city is now in the process of developing the parcel. That, we now need the funds
to develop the park and suggested that we collect the park fee of $250.00/lot to cover most of the costs needed
to develop a neighborhood park for this area.
Markham questioned whether the fee collected was sufficient and Schrader said it would get the park started. That,
the city hasn't increased the fee in over fifteen years. If we want to look at increasing the fee, we should get
together with the surrounding communities and raise it together.
Sevenich noticed that one of the streets is named Norway Pine and there is a Norway Pine in Plover. Schrader said
there are many duplications of street names throughout the urban area, that naming of streets is something the
Plan commission handles.
Markham wondered if the roads could be narrower than 60 feet and if there is sewer. Schrader said they are 24 feet
and we may want to add 3 feet on each side for walking. There is sewer and other restricted covenants.
Hahner questioned why we are involved in the process of obtaining the park fee and Schrader said that according
to city ordinance, whenever land becomes available, we can either take it for park purposes or $250.00 in lieu
of the land.
Motion was made by Sevenich, seconded by McDonald that we approve the plat for the Whitetail Trail Subdivision
and that we collect the park fees of $250.00 per lot.
Ayes; all, Nays; none. Motion carried.
4. Donation of Land to City
for Park Purposes (Parkdale Development)
Schrader said that this is a 40 acre parcel and
the members of the Parkdale Development would like to donate approximately 35 acres of land, they own on Badger
Road and US Hwy. 10, to the city for park purposes. The land is adjacent to the Soccer Fields and Hockey Arena
and is mainly wetlands. He further stated that he would recommend that we leave this area in its natural state
as much as possible, with perhaps a small picnic area along the edge, close to the soccer field and some type of
trail system running through the parcel. He has talked to Soccer representatives and they agreed to keep the area
clean and empty the garbage cans, if such an area was developed.
Markham thought signage would be great for this area and Schrader said he could contact Ron Zimmerman (UWSP) for
that project.
Moore asked if we would loose taxes on this property and Schrader said no, it is not in the city. He also mentioned
that the Plan Commission had approved this donation on Monday.
Motion was made by McDonald, seconded by Sorenson to accept the donation of land for park purposes from Parkdale
Development, that it is a free-standing donation without any conditions and will not be applied to any future development,
in the area, as a land match.
Ayes; all, Nays; none. Motion carried.
5. Director's Report
There being no other business to come before the Commission, Motion was made by Sevenich, seconded by Hahner to adjourn at 6:55 pm.
