1. Roll Call

2. Approval of the August 4, 2004 Minutes

Motion was made by Curtis, seconded by Okonek to approve the Minutes of the August 4, 2004 Meeting.

Ayes; all, Nays; none. Motion carried.

3. Request to Use Pfiffner Pioneer Park for Spud City Nationals on Aug. 18th - Aug. 21, 2005. (Spud City Nationals Committee and Assoc. of Downtown Businesses)

Schrader stated that this event was held in 2001 and we had no problems at that time except for a few inquiries of the Green Circle being closed. Schrader recommended that we follow the same rules/policies that were approved in September, 2001; they provide the help needed to reroute the Green Circle Trail down Crosby Avenue sidewalk during the event, they erect the fence themselves, pay to the city 15% for profit organizations, 10% for non-profit organizations of gross receipts, that a limited number of vendors may stay with their displays overnight (as per a signed condition of license) and that they pay for two days rental of the Pfiffner Building, no vehicles west of the trail, and run newspaper ads outlining the Green Circle detour.

McDonald questioned if fencing could be put along walkway so Green Circle could be used and to insure that there would be no parking of vehicles near shoreline. John Tomaszewski (Events Director) stated that they would be rerouting about a block of the Green Circle Trail to the sidewalk on the eastside of Crosby and that the majority of vendors would be parking vehicles on Crosby Avenue to save damaging the grass. Signage would be put up for this. They would also insure that no parking would take place between the path and shoreline.

Freckmann questioned whether there was any damage caused to the park at the last event and Schrader said no.

Glodosky wondered if the city would have additional fencing available to fence along the bike path and Schrader said no.

Motion was made by Curtis, seconded by Okonek to approve the request by Spud City Nationals Committee and Association of Downtown Businesses to use Pfiffner Pioneer Park for Spud City Nationals on Aug. 18th - Aug. 21, 2005 with following; they provide the help needed to reroute the Green Circle Trail down Crosby Avenue sidewalk during the event, they erect the fence themselves, pay to the city 15% for profit organizations, 10% for non-profit organizations of gross receipts, that a limited number of vendors may stay with their displays overnight (as per a signed condition of license) and that they pay for two days rental of the Pfiffner Building, and run newspaper ads outlining the Green Circle detour.

McDonald amended the motion, that we enforce the same stipulations as last event and no parking vehicles from Green Circle walkway to river. Both Curtis and Okonek agreed to amend their motion.

Ayes; all, Nays; none. Amended Motion carried.

4. Review and Approval of 2005 Park Fees

Schrader presented Commissioners with the Proposed Fee listings and Freckmann noted a typo error under football Jr. High rental for year 2008; should be $500.00.

McDonald questioned whether $5.00/hr. was a lot to charge for toboggan rental and Schrader said they are always rented and we will be purchasing more toboggans.

Schrader felt we have reached our peak with the prices for boat slips and we don't want empty slips because the cost is too great. We do have a waiting list of 16 people waiting for a slip so the demand is still there.

Charles Grubba and Jim Mansavage have boat slips and feel the price has increased considerably over the years. They are asking for more security and lighting as they have had some vandalism to their boats and would suggest some signage be put up. They feel they are paying too much for the services they are given. Schrader said there are a couple signs already there and security does not know who owns the slips so when they see people at the boat slips, they assume they have a slip.

Sevenich felt it would be informative to find out what other communities of our size charge and then make comparisons.

Motion was made by Freckmann, seconded by Aldinger to approve the 2005 Park Fees.

Ayes; all, Nays; none. Motion carried.

5. Director's Report

Jami Gebert, Mainstreet Manager, handed out flyers for the Harvest Festival that will be held Saturday, October 23rd and Wisconsin Main Street's Revitalization Training brochure for Program Staff and Volunteers to be held October 12-13, 2004. She is very excited over these two events and would appreciate all the support she can get to promote and attend.

6. Adjournment

There being no other business to come before the Commissioners, Motion was made by Sevenich, seconded by Okonek to adjourn at 7:05 p.m.
