3. Fire Department budget presentation

Tracy Aldrich, President of the Stevens Point Fire Fighters Association, gave a presentation regarding the Fire Department budget and related overtime issues.

This will be an agenda item at the next meeting.

4. Approval of Minutes

Commissioner Boylan moved, seconded by Commissioner Meyer, to approve the minutes of the December 9, 2003 meeting.

Ayes, all; nays, none. Motion carried.

5. Confirmation of Bills

Commissioner Boylan moved, seconded by Commissioner Meyer, to approve the confirmation of the December 2003 bills.

Ayes, all; nays, none. Motion carried.

6. Police Chief's Report

Chief Carpenter reported:

• December's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• Mr. Steven Spath began employment as a probationary police officer effective January 12, 2004. He will begin the FTO process on January 19th.
• The Department received eight applications for the vacant sergeant's position. The next step in the process is to conduct promotional potential ratings on all applicants.
• The Chief briefed the Commission regarding a citizen complaint he received concerning local towing services failing to display brake lights on vehicles being towed under non-exigent circumstances.
• The Chief updated the Commission regarding wireless communications in the squads.

Commissioner Boylan moved, seconded by Commissioner Meyer, to approve the Police Chief's report for December, 2003.

7. Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were reviewed.
• Operational and capital budgets were reviewed.
• The specifications for the replacement ambulance were delivered to the County Purchasing Department on December 22, 2003.
• Chief level interviews for the 2004 entry level firefighter hiring list will be on Friday, January 16, 2003. Dr. William Meyer and Dr. Michael Curtis will participate in the interviews.
• The Chief briefed the Commission on two probationary firefighters who will be moving to regular status in February and March, 2004.
• There were four significant fire incidents which occurred within the past 30 days.
• Firefighter/Paramedic Kerry Taylor passed the National Registry of Paramedics.
• A date needs to be chosen to hold the annual joint Portage County Public Safety and Police and Fire Commission meeting.

Commissioner Meyer moved, seconded by Commissioner Boylan, to approve the Fire Chief's report for December, 2003.

Executive Session
