Commissioner Boylan moved, seconded by Commissioner Pazdernik, to approve Brenden Kornell to regular status after the completion of his probationary period.

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve
Officer Martin Skibba to the rank of probationary police sergeant effective February 10, 2004.

5. Approval of Minutes

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the minutes of the January 13, 2004 meeting.

Commissioner Boylan moved, seconded by Commissioner Pazdernik, to approve the confirmation of the January 2004 bills.

7. Police Chief's Report

Chief Carpenter reported:

• January's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The Department sent out twenty-five (25) supplemental applications to qualified police officer applicants. Nine (9) applicants were notified they are no longer active in the application process. The Chief distributed a time line which enumerates all steps and projected dates of the process.
• The Chief briefed the Commission regarding the 2004 Homeland Security Grant.
• Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the Police Chief's report for January, 2004.

8. Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were reviewed.
• Operational and capital budgets were reviewed.
• The Chief reminded the Commission of the annual joint Portage County Public Safety and Police and Fire Commission meeting scheduled on March 9, 2004 at 3:00 p.m. in Conference Room 1 of the Portage County Annex.
• At the next Commission meeting the Chief will have a probationary firefighter/paramedic to interview in executive session.
• Motor Pump Operator Bernard Pionek will retire effective March 12, 2004 with 29 years of dedicated service to the Fire Department.
• A city snowplow truck started on fire on February 6. Due to the age of the vehicle and the extent of the fire, it is believed to be a total loss. Some parts will be salvageable.
• The Quint fire truck continues to experience difficulties with the pusher axle. The Quint will be going back to Shawano on February 11, 2004 for repair.

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the Fire Chief's report for January, 2004.
