Commissioner Boylan moved, seconded by Commissioner Pazdernik, to approve the confirmation of the February 2004 bills.

7. Police Chief's Report

Captain Dowling reported:

• February's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The Department received seventeen (17) completed supplemental applications. Interviews are scheduled for March 18, 19 and 24.
• An investigation continues regarding an incident involving the discharge of a firearm at Baldwin Signs.
• Detective Blader was activated by the Wisconsin Air National Guard to active duty effective March 15, 2004 and ending June 15, 2004. Another Detective in the Investigation Bureau is on family leave. Commissioner Boylan moved, seconded by Commissioner Taylor, to extend authority to the Interim Chief to make any necessary temporary adjustments to the staff at the Police Department to keep it running smoothly.

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the Police Chief's report for February, 2004.

8. Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were reviewed.
• Operational and capital budgets were reviewed.
• Firefighter/Paramedic Ryan McCaffrey will begin employment with the Fire Department on March 15th 2004.
• The Fire Department has applied for a $10,000 grant for a volatile organic chemicals diagnostic tool through Portage County's Weapons of Mass Destruction funding.
• The Department is developing a health and fitness grant application which is due April 1st 2004. Grant awards start in July.
• The Chief distributed a report summary from 2000 to the present which details Fire Department and Police Department website hit usage.
• A discussion was held regarding the status of the replacement ambulance.
• The Department received a visit from State Inspector Carl Frisk. The Fire Department remains the only Department in the State with special orders allowing only one inspection per year. The final evaluation will be in 2005.
• The Chief briefed the Commission on the possibility of two Fire Department personnel being called to active military duty.
