2. Adjourn into Executive Session (approximately 4:00 p.m.) pursuant to Wis. Stats. ss. 19.85 (1) (c) and (e) for the following:

Commissioner Taylor moved, seconded by Commissioner Meyer, to adjourn into executive session.
Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.
3. Reconvene into open session
(approximately 5:00 p.m.) for possible action on police officer applicant interviews.
Commissioner Meyer moved, seconded by Commissioner Pazdernik, to reconvene into open session.
Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.
Commissioner Taylor moved, seconded by Commissioner
Meyer, to approve one police officer applicant to the eligibility list.
Ayes, all; nays, none. Motion carried.

Appointments
The following appointments are effective as of May 11, 2004:

6. Approval of Minutes
Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the minutes of the April 13, 2004 meeting.
Ayes, all; nays, none. Motion carried.
7. Confirmation of Bills
Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the confirmation of the April 2004
bills.
Ayes, all; nays, none. Motion carried.
8. Police Chief's Report
Police Chief Morris reported:
- April's statistical reports were reviewed.
- Operational and capital budget recaps were reviewed.
- Detective Blader was deactivated by the Wisconsin Air National Guard.
- The Chief distributed a personnel order dated May 3, 2004 which postpones the process to fill the vacant sergeant's position until October 1, 2004. This postponement allows time for the Chief to review the current process and develop changes to the existing process if necessary.
- The Chief distributed the results of a survey sent out by the Department showing how other departments in the State of Wisconsin handle the police officer recruitment process. A discussion was held regarding some possible changes to the current recruitment process to include not charging an administrative fee. A discussion followed.
- A discussion was held regarding the use of less than lethal weapons to provide the police officers with an alternative to lethal force. Examples of alternatives to lethal force include bean bag rounds and electronic stun devices (tasers). The Chief will provide a cost estimate to the Commission and possibly budget in the future for such devices.
- The Chief will be attending training from June 6 - 11, 2004 in Madison, Wisconsin which is sponsored by the Wisconsin Department of Justice.
Commissioner Taylor moved, seconded by Commissioner
Meyer, to approve the Police Chief's report for April, 2004.
Ayes, all; nays, none. Motion carried.
9. Fire Chief's Report
Chief Barnes reported:
- Monthly statistical reports were reviewed.
- Operational and capital budgets were reviewed.
- The Chief briefed the Commission on the active duty military status of three Fire Department Personnel.
- Two Fire Department Personnel are currently off of work due to injuries.
- Deputy Chief Tracey Kujawa will graduate from the Portage County Leadership Institute on May 29th, 2004.
- The annual Stevens Point Fly-In is scheduled for June 6th. The Chief is coordinating participation of all county Fire Departments.
- On May 29th there will be a dedication of a World War II memorial in Washington D.C. The Stevens Point Parks Department will be holding a local celebration in conjunction with this event at Pfiffner Pioneer Park. To date, 500 World War II veterans have registered to attend. The Fire Department will have an ambulance dedicated to this event and the aerial truck will raise the U.S. Flag.
- Portage County is moving to hire a part-time, limited term employee to assist with their ambulance accreditation process. The employee will report directly to Deputy Chief Jay Gordon.
- There is still no word on the FIRE ACT grant application the Fire Department applied for which would be used for the following:
1. A health and fitness program in the amount of $66,716.00. This will include the cost of immunizations, extensive physician physicals, current fitness evaluations and a supervised exercise program.
2. A facilities upgrade of remaining total capture vehicle exhaust system (Plymo Vent) in the amount of $58,106.00.
- The monthly statistical report will be redesigned to provide a more condensed version.
- A plan for future staffing enhancements of the Department will be presented at a later date.
Commissioner Schleihs moved, seconded by Commissioner
Taylor, to approve the Fire Chief's report for April, 2004.
Ayes, all; nays, none. Motion Carried.
10. Adjournment
