Police & Fire Commission Minutes
June 15, 2004, 4:31 p.m.

Roll Call Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor

Also Present Fire Chief Barnes, Police Chief Morris, Alderperson Jack Barr, Firefighter/Paramedic Ron Heibler, Police Officer Candidate Aaron Yenter

2. Adjourn into EXECUTIVE SESSION (approximately 4:30 p.m.) pursuant to Wis. Stats. section 19.85 (1) (c) and (e) for the following:
a. Police officer applicant interview
b. Lead Paramedic interviews

2. Adjourn into Executive Session (approximately 4:30 p.m.) pursuant to Wis. Stats. ss. 19.85 (1) (c) and (e) for the following:

Commissioner Taylor moved, seconded by Commissioner Meyer, to adjourn into executive session.

Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

3. Reconvene into open session (approximately 5:15 p.m.) for possible action

Commissioner Meyer moved, seconded by Commissioner Pazdernik, to reconvene into open session.

Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve one police officer applicant to the eligibility list.

Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

Commissioner Taylor moved, seconded by Commissioner Schliehs, to approve Ron Heibler to the position of Lead Paramedic.

Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

None.

5. Approval of Minutes

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the minutes of the May 11, 2004 meeting.

Ayes, all; nays, none. Motion carried.

6. Confirmation of Bills

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the confirmation of the May 2004 bills.

Ayes, all; nays, none. Motion carried.

7. Discussion, with possible action, police officer recruitment process

The chief distributed the following documents for review and discussion:

Revised Application for Employment
Memo regarding the proposed police officer recruitment process and a time line for the 2004/2005 police officer recruitment process
Pamphlet describing the Department and the City of Stevens Point which details the application process

Commissioner Taylor requested input from the Commission on the documents and asked that all members bring any suggestions, deletions, additions etc. to the July 13, 2004 meeting.

8. Discussion, with possible action, less than lethal devices

On June 4, 2004 Lt. Dave Nichols from the Appleton Police Department gave a demonstration of the tasers at the Police Department. Chief Morris is proposing buying ten (10) tasers and two (2) 12 gauge specialty round bean bag shotguns. The approximate cost of this equipment is $9,500.00 and could be funded by using the Federal Forfeiture Asset account.

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to support the purchase of less than lethal devices as recommended by Chief Morris.

Ayes, all; nays, none. Motion carried.

9. City Contractual Rate of Pay for Police Officer Services

Effective January 1, 2004 the police officer contractual rate of pay changed for the affected calendar year. The 2004 rate is $50.00. The Chief is proposing a service fee for each contract of $20.00.


10. Police Chief's Report

Police Chief Morris reported:

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Police Chief's report for May, 2004.

Ayes, all; nays, none. Motion carried.

11. Fire Chief's Report

Chief Barnes reported:


Commissioner Schleihs moved, seconded by Commissioner Taylor, to approve the Fire Chief's report for May 2004.

Ayes, all; nays, none. Motion Carried.

12. Adjournment

The meeting adjourned at 6:30 p.m.
