5. Approval of Minutes

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the minutes of the May 11, 2004 meeting.

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the confirmation of the May 2004 bills.

7. Discussion, with possible action, police officer recruitment process

The chief distributed the following documents for review and discussion:

Revised Application for Employment
Memo regarding the proposed police officer recruitment process and a time line for the 2004/2005 police officer recruitment process
Pamphlet describing the Department and the City of Stevens Point which details the application process

Commissioner Taylor requested input from the Commission on the documents and asked that all members bring any suggestions, deletions, additions etc. to the July 13, 2004 meeting.

8. Discussion, with possible action, less than lethal devices

On June 4, 2004 Lt. Dave Nichols from the Appleton Police Department gave a demonstration of the tasers at the Police Department. Chief Morris is proposing buying ten (10) tasers and two (2) 12 gauge specialty round bean bag shotguns. The approximate cost of this equipment is $9,500.00 and could be funded by using the Federal Forfeiture Asset account.

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to support the purchase of less than lethal devices as recommended by Chief Morris.

9. City Contractual Rate of Pay for Police Officer Services

Effective January 1, 2004 the police officer contractual rate of pay changed for the affected calendar year. The 2004 rate is $50.00. The Chief is proposing a service fee for each contract of $20.00.


10. Police Chief's Report

Police Chief Morris reported:

• May's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The Police Department gave 14 portable MT1000 radios to the Streets Department.
• The Department will purchase three (3) 2003 Chevy Impala police vehicles at a cost of $15,000 each. These vehicles will replace the current Investigation Bureau vehicles.
• There is a proposal to create an entertainment district in the downtown square area. City Attorney Louis Molepske is preparing a draft of this policy and Chief Morris will keep the Commission informed on the status of this policy. The purpose of an entertainment district is to lessen the number of police contacts made in the downtown area on weekends and prevent property damage to downtown business owners.
• The Chief distributed a proposed modified duty policy directive for review. This directive will be discussed at the July 13th PFC meeting.
• The Chief is working on an updated organizational chart and will have one prepared for the July 13th meeting.

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Police Chief's report for May, 2004.

11. Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were reviewed.
• Operational and capital budgets were reviewed. The chief noted to the Commission that the labor contract settlement of 3% per year will impact the current operational budget.
• The Chief briefed the Commission on the active duty military status of two Fire Department Personnel and the potential for one more activation.
• Three Fire Department Personnel are currently off of work due to injuries.
• The annual Stevens Point Fly-In was held at the Stevens Point Airport on June 6th. There was an estimated crowd of 5,000 people. The Fire Department provided on-scene Fire and EMS services.
• On May 29th there was a World War II memorial in Washington D.C. The Stevens Point Parks Department held a local celebration in conjunction with this event at Pfiffner Pioneer Park. The Fire Department provided an ambulance for this dedication.
• Deputy Chiefs Engebretson, Gordon and Kujawa, as well as Bureau Chief Crandell, participated in a one day training session on writing performance evaluations.
• The Fire Department had an annual safety survey from Sentry Insurance. The Department is addressing a few minor procedural items.
• The Fire Department has issued a refined open burning policy. Detailed information can be found on the Department's website at www.stevenspoint.com/fire.
• The Department has completed its annual UST/AST program State inspection.

Commissioner Schleihs moved, seconded by Commissioner Taylor, to approve the Fire Chief's report for May 2004.
