3. Approval of Minutes
Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the minutes of the June 15, 2004 meeting.
Ayes, all; nays, none. Motion carried.
4. Confirmation of Bills
Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the confirmation of the June 2004 bills.
Ayes, all; nays, none. Motion carried.
5. Update on Comprehensive
Planning
A short discussion was held regarding the City Comprehensive Plan. This is a state mandated plan that the city
must comply with in order to receive funding from the State of Wisconsin.
The Mayor has asked for input from city departments to help implement this plan. The Police Department submitted
their plan to the Commission for review.
The next meeting is scheduled for August 2nd.
6. Donation - Police Department
Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the donation of $100.00 to the Safety Cadet
Program from the Noon Lions.
Ayes, all; nays, none. Motion carried.
There was a discussion regarding possibly eliminating out of town trips for Safety Cadets and/or using tax dollars
to fund some of the cadet budget. The Chief will be addressing these issues with the School District Administrators.
7. Discussion, with possible
action, regarding a request to approve out-of-state travel for Sgt. Tony Babl to attend an M.O.C.I.C conference
in Sioux Falls, South Dakota
Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve out of state travel for Sgt. Babl to attend
the MOCIC conference in Sioux Falls, South Dakota from September 14 - 16, 2004.
Ayes, all; nays, none. Motion carried.
8. Discussion, with possible
action, regarding a request to approve out-of-state travel for Sgt. Mike Retzki to attend training at the FBI Academy
in Quantico, Virginia
Commissioner Schleihs moved, seconded by Commissioner Meyer, to approve out of state travel for Sgt. Mike Retzki
to attend training at the FBI Academy in Quantico, Virginia in the fall of 2004.
Ayes, all; nays, none. Motion carried.
9. Discussion, with possible
action, police officer recruitment process, specifically the recruitment brochure.
The Police Department would like to start another recruitment process in the fall of 2004. Captain McCulley requested
that the commissioners review the recruitment brochure and contact Chief Morris within the next several weeks with
any changes, corrections or additions to the brochure.
10. Discussion, with possible
action, Directive 300.2, Limited Term Modified Duty and Letter of Agreement
Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve Directive 300.2, Limited Term Modified
Duty, as presented.
Ayes, all; nays, none. Motion carried.
11. Police Chief's Report
In Chief Morris' absence Captain McCulley reported:

Meyer, to approve the Police Chief's report for June, 2004.
Ayes, all; nays, none. Motion carried.
12. Discussion, with possible
action, on Fire Chief's recommended promotion of Mark Schoeberle to Lead Paramedic
Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the promotion to Mark Schoeberle to Lead
Paramedic. The Commission looks forward to meeting Firefighter/Paramedic Schoeberle at the August 10th commission
meeting.
Ayes, all; nays, none. Motion carried.
13. Fire Chief's Report
Chief Barnes reported:

Meyer, to approve the Fire Chief's report for June, 2004.
Ayes, all; nays, none. Motion Carried.
