5. Approval of Minutes

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the minutes of the July 26, 2004 meeting.

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the confirmation of the July 2004 bills.

7. Discussion, with possible action, Police Department Strategic Planning

The Department would like to continue the strategic planning process that was initiated in 2002. This would be done without engaging the services of another private sector consultant. The Chief will discuss with UWSP staff options for administering and evaluating a three phase random citizen needs and satisfaction with police services and delivery methods survey of Stevens Point. The different phases would be: the community at large, the Stevens Point business community and all Stevens Point Police Department employees. The purpose of the survey is to establish a base line for public opinion as well as identifying methods for completing ongoing updates.

8. Police Chief's Report

Chief Morris reported:

• July's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• Chief Morris briefed the commission on the proposed entertainment district policy in the downtown square area.
• Mayor Wescott approved a request for Helen Lee to attend Problem Oriented Policing training in Washington D.C. the week of August 16th through the 20th.
• At the personnel committee meeting on August 9th the Committee approved a pay raise for all city management personnel retroactive to January 1, 2003.
• There will be a training drill Friday, August 13th at SPASH from 8:30 through 11:30 a.m. This drill is being coordinated by Emergency Services Directors Sandie Curtis.

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the Police Chief's report for July, 2004.

9. Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were reviewed. The operations, EMS and training reports have a new format.
• Operational and capital budgets were reviewed. The Chief made special note of how on-duty personnel had volunteered to refurbish and paint some office walls, saving the city from hiring a contractor.
• The Chief briefed the Commission on the active duty military status of Fire Department Personnel.
• One member of the Fire Department currently remains off duty due to an injury.
• Chief Barnes received the resignation of Firefighter/Paramedic Mike Aspnes which is effective August 7th 2004.
• Mr. J.B. Moody has been hired and is due to start training on August 16th.
• The Department is having great success with UWSP's team of computer system evaluators. A new server and switch are on order. The Department is already experiencing improved communication speed between the hospital, Station 2 and Station 1.
• The Chief asked for comments regarding the EMS report that the Department submitted to the Comptroller's office. This will be discussed at a later time.
• The Chief has been asked to be a mentor for the Portage County Youth Leadership Program.
• Chief Barnes and Chief Morris are working with Portage County Emergency Management to evaluate and possibly propose a training of key city leaders and department heads on disaster operations. The course is entitled "All Hazards: Preparedness and Response (E-900)".
• A training drill using smoke grenades was conducted in Knutzen Hall at UWSP. A full scale drill for residence hall assistants will be conducted on August 25th.

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the Fire Chief's report for July, 2004.
