Comprehensive Planning

1) COMPREHENSIVE PLANNING
Land Use
Ch. Mayor Wescott noted you may have read in the
news about recent action taken by our State legislature with regard to smart growth and comprehensive planning.
The joint finance committee has removed future funding in the next bi-annual budget for these comprehensive planning
grants. They also inserted language in the budget that would repeal the comprehensive planning law which could
impact some counties and cities. It will not have an impact on the city because we are hopefully within a few months
of completing this project.
John Gardner - Page 155 - Land Use Conflicts should include "conflicts with nonconforming status". Page
164 - #6 - two acre "gross density".
Liz McDonald - Page 153 A - Property maintenance - remove "older"
Carl Rasmussen/Mark Seiler - Page 155A Goal #3 - restructure sentence to begin "When owners within the city
growth area.....
Lois Feldman - Page 153 A - Existing Neighborhoods - remove "large"
John Gardner - Page after 155 A - Utilize farmland.... - we should freeze zoning changes while we work out the
intergovernmental chapter.
John Gardner - Last page - Strike "from Madison Street to the south city limits"
Jerry Moore - #7 - Environmental Protection - include "Park Plan"
Jeff Schuler noted the feeling all along has been there is not enough land within the boundaries to take care of
everything. We took the amount of land inside the boundary now and assigned a land use as shown on Table 8.4 Table
8.5 is a calculation of additional acreage that would be needed in the future. We will connect the two tables and
bring something back.
