2. Salute to the flag and Mayor's
opening remarks.
Mayor Wescott reminded the Council members of the upcoming Special Joint Portage County Board of Supervisors and
City Council meeting on June 29, 2005, at 5:00 p.m. in Conference Rooms 1 & 2.
Mayor Wescott announced the Riverfront Rendezvous will be held July 2 - 4, including a downtown parade at 12:00
p.m. and fireworks at dusk on July 4.
3. Approval of the minutes
of the Regular Common Council meeting of May 16, 2005.
Ald. Barr moved, Ald. Moore seconded, for approval of the regular Common Council minutes of May 16, 2005.

4. Persons who wish to address
the mayor and council on specific agenda items other than a "Public Hearing" must register their request

Ald. Sevenich moved, Ald. Hanson seconded, for approval of the Public Protection Committee minutes of June 13,
2005 and to amend the minutes to reflect that on item #7C and D it was the intent that the vote on the first motion
to approve the amendments was suspended for further discussion.

12. Ordinance - Bicycles
and Motor Bicycles on Green Circle Trail.
Ald. Robinson asked if the ordinance amendment is applicable for the entire city or just on the Green Circle Trail.
Mayor Wescott said the ordinance will prohibit motor bicycles on the Green Circle Trail.
Ald. Stroik clarified that bikes are still allowed on the Green Circle Trail if ridden in a careful and prudent
manner.
Ald. Molski moved, Ald. Walther seconded, for adoption of the ordinance.
13. Ordinance - Farmer's
Market setup time and parking.
Ald. Trzebiatowski moved, Ald. Sevenich seconded, for adoption of the Ordinance - Farmer's Market setup time and
parking.
Dan Mielke said the change to the ordinance will allow the vendors to get a little more sleep between harvesting
and selling the produce. Also, the amendment to the parking will allow for more room for the vendors to setup.
The number of vendors on the Market Square continues to increase.
19. Resolution acknowledging
acceptance of an Improvement Project under the Wisconsin "Airport Runway Marking Program".
Ald. Moore moved, Ald. Wiza seconded, for adoption of the resolution acknowledging acceptance of an Improvement
Project under the Wisconsin "Airport Runway Marking Program".

20. Jurisdictional Transfer

21. Relocation Order - Highway
10 - Treder Avenue to Badger Avenue.
Ald. Trzebiatowski moved, Ald. Sevenich seconded, to accept the relocation order - Hwy. 10 from Treder Avenue to
Badger Avenue.
Dave Kratzke is a resident of the city and an officer with the Stevens Point Police Department. Mr. Kratzke appeared
before the Personnel Committee to request a transfer of 100 hours of sick time to his wife, Sandy who is an employee
in the Assessor's office. Mrs. Kratzke suffers from a back condition. She has already taken approximately 200 hours
of unpaid leave. She has 12 vacation days to last her until May, 2006. He stated sick leave has been donated and
transferred between employees and departments in the past. Also, he feels the Personnel Committee members may have
been told that the transfer of sick leave is against the City's Administrative Policy. Mr. Kratzke reviewed the
City's Administrative Policy and did not find a policy that addressed the subject of sick leave transfers. Mr.
Kratzke urged the approval of the sick leave transfer.
Assessor Kuehn stated Mrs. Kratzke is an employee in her office. In the last 26 years of the Assessor's employment,
the city has never granted this type of request unless the situation is life threatening. Another employee in the
Assessor's office had major surgery last year and was off for approximately six weeks. This employee took some
paid leave as well as leave without pay. Sick leave accrues to the individual. Mrs. Kratzke is back to work with
her physician's approval. Mrs. Kratzke has a bank of paid leave of more than 120 hours. In the past, all employees
are required to exhaust all their paid leave before any consideration be given to a donation. Mrs. Kratzke also
has more than 400 hours of leave without pay remaining under her family medical leave benefit. Mr. Kratzke has
nearly 500 hours of comp time in which he could draw pay from should the need arise. To the best of her knowledge,
transfers in the Police Department have been between sworn officers. This request would set a bad precedence.
Ald. Molski said when she was Personnel Manager, two employees from the Streets Department who, because of serious
illnesses and were not expected to return to work, were allowed donations of vacation time. As Personnel Manager,
she donated vacation time to both of them, not sick leave, only vacation time. Both of these employees were completely
out of time and trying to get to the point when the income continuation would begin. They did not have someone
supporting their family if they were not drawing any income. Mrs. Kratzke has more than 400 hours leave without
pay under family medical leave in 2005. This is without pay but Mr. Kratzke has a bank of comp time which if the
family needs additional income, he can cash that in at anytime. The transfer of benefits from sworn officers has
only been within their own department. This is not allowed between unions. To Ald. Molski's knowledge, sick leave
is the only type of time that the city would not want to allow to be transferred because that time is not necessarily
going to be paid out by the city. Vacation time and comp time are going to be paid out at some point by the city.
A relatively healthy employee will accumulate more sick time than they will use. Sick leave is not all cashed in
and that is why it is not allowed to be transferred. Only vacation or comp time are allowed to be transferred and
that is not between unions.
Ald. Molski moved, Ald. Hanson seconded, for approval of the Personnel Committee minutes of June 13, 2005, as stated.
Ald. Wiza felt the request to transfer sick leave should have been pulled for a separate vote.
Ald. Robinson asked what mechanisms are in place to inform individuals how the Personnel Committee made their decision
in closed session?
Mayor Wescott stated all the decisions are not final until Council approval. The applicant can contact the Personnel
Specialist. If questions are still not answered, the applicant should contact the Chairman of the Personnel Committee.

30. Memorandum of Understanding
between Portage County and the City of Stevens Point for continuation of contract for county-wide Ambulance Services.
Ald. Walther moved, Ald. Barr seconded, to approve the Memorandum of Understanding between Portage County and the
City of Stevens Point for continuation of contract for county-wide ambulance services.
Mayor Wescott pointed out that the working group will consist of two city representatives, two county representatives
and one representative from the outlying municipalities. The Mayor intends to appoint as the city representatives,
the President of the Police and Fire Commission and Deputy Chief Jay Gordon.

31. Persons who wish to
address the mayor and council for up to three (3) minutes on a non-agenda item.
Jami Gebert, 2941 Kozy Street, updated the Council on what is happening downtown this summer. A new mission was
approved for the downtown. They are currently working on a pledge drive for the Main Street program. A business
owner survey is being worked on. Floral baskets are displayed from all the poles downtown and a permanent Christmas
tree will be added. The summer promotions include the Fourth of July parade, Summer in the City, Corn on the Curb,
Spud City Mashionals, and Jazz Fest.
