2. Salute to the flag and Mayor's
opening remarks.
Mayor Wescott said there are so many things that individual citizens do in Stevens Point to make it a better community.
Tonight, we are going to recognize one of those citizens. Ruthie Ehlenfeldt donated to the City of Stevens Point,
four large flags for the Southside Memorial Veterans Park to appropriately honor the people who the park was created
to serve. Mayor Wescott presented Ruthie Ehlenfeldt with a plaque.
3. Approval of the minutes
of the Regular Common Council meeting of June 20, 2005, Special Common Council meeting of June 29, 2005 and Special
Joint Portage County Board of Supervisors and City of Stevens Point Council meeting of June 29, 2005.
Ald. Barr moved, Ald. Hanson seconded, for approval of the minutes of the Regular Common Council meeting of June 20, 2005, Special Common Council meeting of June 29, 2005 and Special
Joint Portage County Board of Supervisors and City of Stevens Point Council meeting of June 29, 2005.
Roll Call: Ayes all.
Nays none. Motion carried.
4. Persons who wish to address
the mayor and council on specific agenda items other than a "Public Hearing" must register their request
at this time. Those who wish to address the Common Council during a "Public Hearing" are not required
to identify themselves until the "Public Hearing" is declared open by the Mayor.

5. Presentation by Dr. Gary
Itzkowitz - Police Department Community Opinion Survey.
Chief Morris stated the results
of the survey are available on the city's
web site. The survey will help to design police services in the future.
Dr. Gary Itzkowitz reviewed the methodology and findings of the Police Department Community Opinion Survey. The
first set of questions asked had to do with performance and service quality of the police department. The next
series of questions were about the perceived problems that people saw in their own neighborhood. Lastly, individuals
were asked how safe they feel. There was a remarkable agreement to the responses.
Mayor Wescott asked now that we have this data, what is next?
Chief Morris said the police department will develop a strategic plan and build on previous plans. The department
builds on communication by listening as well as problem solving.
Ald. Stroik asked if this same survey will be provided to surrounding communities.
Chief Morris responded yes, if possible.
Ald. Barber asked if there is a plan for a metro police force.
Chief Morris said it is a possibility as part of co-location.
6. Plan Commission meeting
of July 11, 2005.
Ald. Trzebiatowski moved, Ald. Molski seconded, for approval of the Plan Commission minutes of July 11, 2005.

Nays none. Motion carried.
7. Public Hearing - Creation
of Pedestrian Mall at 1245 Main Street, was declared open by the Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.
8. Resolution on the above.
Ald. Sevenich moved, Ald. Wiza seconded, for adoption of the resolution.
11. Public Hearing - Multiple
Family project - Badger Avenue at Pintail Drive in Parkdale Subdivision as a conditional use, was declared open
by the Mayor.
Ronald Tippel, 5717 Kingfisher Drive, addressed his concerns on the development of multiple family units in this
subdivision. When he purchased his home in this subdivision, it was the understanding it would be subdivided for
108 families. This development is more than double what the subdivision is zoned. Mr. Tippel would like the request
tabled to give the residents time to gather and voice their concerns.
Mark Wolf, 5605 Birch Drive, Mosinee, said the development is consistent for this area. Mr. Wolf does not believe
the Kingfisher subdivision will be impacted. Most of the traffic will use Highway 10. The development will increase
the tax base. Mr. Wolf said he is continuing to work with the fire department and city planners.
Ald. Trzebiatowski noted as of today, he received five e-mails, thirteen phone calls and talked with six parties.
All were opposed to the development.
As no one further wished to speak, the Mayor declared the public hearing closed.
12. Resolution on the above.
Ald. Trzebiatowski received a variety of complaints and concerns. The alderman would like to give the neighbors
the opportunity to voice their concerns.
Ald. Trzebiatowski moved, Ald. Wiza seconded, to postpone the multiple family project at Badger Avenue and Pintail
Drive until next month.
Director Gardner stated by law, multi family units as conditional uses are required to be published in the newspaper
twice before the Council meeting. As a courtesy, the neighbors are notified. In this case, 16 adjacent property
owners were notified. The site plan for this development was properly addressed. The drainage issues still need
to be approved by the Engineering Department.
Mayor Wescott said the land is subject to an agreement between the City and the Town of Hull.
Director Gardner said the agreement is that the area from Kingfisher Drive to Highway 10 between the drainage ditch
and the highway was identified as multiple family or commercial use. The area to the north of this was identified
for duplexes and single family uses.
Ald. Stroik asked how the property is zoned. What are some other possible uses for this land?
Director Gardner said it could be developed as two-family, multiple family or commercial use. The developer provided
some additional screening between the buildings and street. The developer continues to work with the fire department
on any issues they may have.
Ald. Stroik noted the only issue that the Council can deal with is if it meets the zoning code.
Director Gardner said the city does not generally get involved in need.
Mayor Wescott said if you can document in a specific area that the density is too great, you may have an option
of denying the project. With lack of that documentation, the Mayor does not feel it is grounds for rejection.
City Attorney Molepske said that is correct. If the development caused a dangerous situation that would be grounds
for rejection. Regulating the market is beyond the zoning capabilities.
Director Gardner explained the standards for conditional uses. There are 14 different standards for conditional
uses.
Ald. Wiza asked if there will be any adverse effects if the project is postponed for another month.
Mark Wolf said they are already putting the road in. They are also ready to start with the utilities. Mr. Wolf
feels it would be adverse to have to wait for one month. Not all the buildings will be built at the same time.
Ald. Robinson would like to know if the neighbors' concerns meet any of the fourteen standards for not allowing
the development.
Ald. Trzebiatowski said the concerns included increased traffic, devaluation of their property and rental rates.
Ald. Barr is hard pressed to think of any proposed development in which the neighbors did not present these same
concerns.
Ald. Robinson moved, Ald. Barr seconded, for adoption of the resolution with the additional conditions for adequate
fire protection access and appropriate water flow as determined by the Engineering and Fire Departments.
16. Ordinance amending Sign
Ordinance - Shopping Center Wall Signs.
Director Gardner said the ordinance amendment would allow for a sign to be located over the end of the building.
The corner building would have two signs. No signs should be located on the rear of buildings.
Mayor Wescott said originally there was also a sign on the rear of the building over the loading dock.
Ald. Wiza said if the tenants want to put a sign over a dumpster, why should the city care? It's their business.
Will the ordinance amendment grant Quizno's their request?
Director Gardner said it will allow them to place a sign on the north and west sides of the building. It will not
grant them the sign on the eastside of the building. Director Gardner reviewed the history of why the sign ordinance
was developed.
Ald. Stroik asked if the signs on the Subway building were investigated.
Director Gardner said yes, it was discovered that Subway does not have a permit.
Ald. Stroik moved, Ald. Robinson seconded, for adoption of the ordinance.
