2. Salute to the flag and Mayor's
opening remarks.
Mayor Wescott called the alderpersons' attention to a memo from Police and Fire Commission President Judy regarding
changes in parking fees, parking time limits and ticketing system.
Recently, the request for qualifications for the next generation for paramedic/ambulance strategic planning was
completed. It will be available soon on the city's web site and in the City Clerk's Office.
Mayor Wescott announced a clothing and food drive will be held Saturday, September 24, 2005, from 11:00 a.m. to
4:00 p.m. at the Fire Station on Division Street.
The Mayor also commended the Student Government Association at UW-SP for raising awareness and money for the Red
Cross.
Mayor Wescott reported Fire Chief Barnes was recognized for his many professional achievements. Chief Barnes was
awarded the designation of "Chief Fire Officer". There are only five other fire chiefs in the state that
have ever earned this designation.
The members of the City Council also received a statement from Breathe Free concerning a smoke free ordinance for
the City of Stevens Point.
3. Approval of the minutes
of the Regular Common Council meeting of August 15, 2005 and Special Common Council meeting of September 8, 2005.
Ald. Moore moved, Ald. Stroik seconded, for approval of the regular Common Council minutes of August 15, 2005 and
Special Common Council minutes of September 8, 2005.

4. *Persons who wish to address
the Mayor and Council on specific agenda items other than a "Public Hearing" must register their request
at this time. Those who wish to address the Common Council during a "Public Hearing" are not required
to identify themselves until the "Public Hearing" is declared open by the Mayor.

5. Plan Commission meeting
of September 12, 2005.
Ald. Molski moved, Ald. Trzebiatowski seconded, for approval of the Plan Commission minutes of September 12, 2005.

6. Resolution renaming Pintail
Drive to Songbird Lane.
Diane Dickinson, 5627 Regent Street, is the owner of a new building being developed on this street and supports
changing the name to Songbird Lane.
Ald. Trzebiatowski moved, Ald. Hanson seconded, for adoption of the resolution renaming Pintail Drive to Songbird
Lane.
7. Public Hearing - Amend
section 23.01(14)(d)5. Clinics (medical and dental) 1 space per 200 s.f.; Ambulatory Surgery Suites - 1 space per
400 s.f., was declared open by the Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.

11. Board of Public Works
meeting of September 12, 2005.
Ald. Walther moved, Ald. Hanson seconded, for approval of the Board of Public Works minutes of September 12, 2005,
with item #4 pulled for further discussion.
Elbert Rackow, 1824 Gilkay Street, was the chairman of the deer culling project last year. Sixty deer were culled
in 2002 and 88 deer were culled in 2004. Mr. Rackow reviewed the car/deer accident reports that he received from
the Police Department. Culling anterless deer has the most impact according to the DNR. The DNR recommends that
deer culling be done on a continuing basis to be effective.
Mayor Wescott asked if we had received advice from experts on the number of years to continue culling the deer
in the city.
Mr. Rackow noted that when a culling program has begun, it should be continued.
Ald. Barber agrees culling the deer is a necessity. The alderman reviewed the deer reports from the Police Department
and found 87 % of all car/deer accidents were in the northeast quarter of the city. The alderman feels only problem
deer should be culled to help save money.
Ald. Molski has a lot of deer in her district. The alderperson still continues to receive calls about problems
with deer. The City needs a plan to cull the deer.
Ald. Walther said the general feeling of his constituents is that they have seen improvement with the deer population.
The City needs to continue to manage the deer. If the culling of the deer is stopped this year, we will be left
with a bigger problem in coming years.
Ald. Sevenich asked if the culling of deer will be for the entire city or just in specific areas. The deer population
in her district has decreased.
Mike Phillips stated a meeting will be held next week to determine areas that will be hunted and permits for up
to 65 deer will be requested.
Ald. Trzebiatowski asked if funding is available to cull the deer.
Mayor Wescott replied the City will apply for funding from the DNR. In the 2005 budget, $3,000 has been allocated
by the Council for the culling of deer.
Ald. Stroik moved, Ald. Molski seconded, for approval of the deer culling to target specific areas and affirm the
recommendation from the Board of Public Works authorizing the Mayor to sign the deer culling agreement.
Ald. Robinson suggested the deer culling options be publicized on the city's web site and with the local media.

Ald. Sevenich stated this is a great way to collect fines and to help our community.
Ald. Barber said the City of Wausau has been using this type of system with success.
Ald. Wiza said basically, the Scoff Law will authorize the Police Department to immobilize a vehicle for anyone
with three or more unpaid parking tickets.

20. Persons who wish to
address the Mayor and Council for up to three (3) minutes on a non-agenda item.
Nancy Schultz, Co-Chair of Breathe Free, urged the city to act quickly with respect to the smoke free work site
draft ordinance created by Mayor Wescott's smoking ordinance working group. By working together, the group produced
a draft ordinance that is comprehensive and fair. Breathe Free supports this draft ordinance. This is a wonderful
opportunity to protect the health of the citizens of Stevens Point in a meaningful way.
Ald. Wiza announced he will be hosting an annual 4th District open house on Sunday, October 9, 2005, from 11:00
a.m. to 2:00 p.m. at 717 Franklin Street.
