2. Salute to the flag and Mayor's opening remarks.

Mayor Wescott reported the proposed City of Stevens Point Comprehensive Plan has been adopted by the Plan Commission. A tremendous amount of time and work has been put forth into this plan. A public hearing on the proposed comprehensive plan will be held on Monday, January 16, 2006 at 7:00 pm in the Council Chambers.

Mayor Wescott thanked the citizens of Stevens Point and alderpersons for a very successful and productive year.

Mayor Wescott announced Steward from CA-3 is leaving his employment with the City of Stevens Point after many years of dedicated service.

3. Approval of the minutes of the Special Common Council meeting of November 21, 2005 and Regular Common Council meeting of November 21, 2005.

Ald. Barr moved, Ald. Robinson seconded, for approval of the Special Common Council minutes of
November 21, 2005 and the regular Common Council minutes of November 21, 2005.

Roll Call: Ayes all.
Nays none. Motion carried.

4. *Persons who wish to address the Mayor and Council on specific agenda items other than a "Public Hearing" must register their request at this time. Those who wish to address the Common Council during a "Public Hearing" are not required to identify themselves until the "Public Hearing" is declared open by the Mayor.

5. Plan Commission meeting of December 5, 2005.

Ald. Moore moved, Ald. Stroik seconded, for approval of the Plan Commission minutes of
December 5, 2005.

Roll Call: Ayes all.
Nays none. Motion carried.

6. Public Hearing - Request of Fred's Towing, 801 Francis Street, to operate a Car Wrecking Facility as a conditional use, was declared open by the Mayor.

Reid Rocheleau is concerned that the facility will be used as a car wrecking facility. The Plan Commission approved a conditional use permit to operate a storage and towing facility. Mr. Rocheleau feels this area is neglected.

Mayor Wescott clarified the resolution before the Council is a conditional use permit to operate a car towing and storage facility at 801 Francis Street.

As no one further wished to speak, the Mayor declared the public hearing closed.

7. Resolution on the above.

Ald. Stroik moved, Ald. Trzebiatowski seconded, for adoption of the resolution granting a conditional use permit at 801 Francis Street for the purpose of operating a car towing and storage facility.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Trzebiatowski, Barr, Robinson, Wiza, Hanson, Walther, Sevenich.
Nays: None. Motion carried.

8. Public Hearing - Request of Eldercare Investors, 100 Green Avenue North, to operate a 16-room Alzheimer's Facility as a conditional use, was declared open by the Mayor.

As no one wished to speak, the Mayor declared the public hearing closed.

Ald. Molski moved, Ald. Moore seconded, for adoption of the resolution.

10. Public Protection Committee meeting of December 12, 2005.

Ald. Sevenich moved, Ald. Hanson seconded, for approval of the Public Protection Committee minutes of
December 12, 2005.

Roll Call: Ayes all.
Nays none. Motion carried.

11. Board of Public Works meeting of December 12, 2005.

Ald. Walther moved, Ald. Wiza seconded, for approval of the Board of Public Works minutes of
December 12, 2005.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Trzebiatowski, Barr, Robinson, Wiza, Hanson, Walther, Sevenich.
Nays: None. Motion carried.

12. Ordinance - Traffic: Stop Signs:

Ald. Trzebiatowski moved, Ald. Molski seconded, for adoption of the traffic ordinance.

Ald. Stroik moved, Ald. Moore seconded, for adoption of the resolution introducing vacation of a portion of Krembs Avenue - south of Coye Drive.

Ald. Sevenich moved, Ald. Walther seconded, for adoption of the resolution introducing vacation of a portion of Division Street - south of Maria Drive.

15. Relocation Order - Revisions to Highway 10 East.

Ald. Trzebiatowski moved, Ald. Robinson seconded, to accept the Relocation Order - revisions to Highway 10 East.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Trzebiatowski, Barr, Robinson, Wiza, Hanson, Walther, Sevenich.

16. Finance Committee meeting of December 12, 2005.

Ald. Barr moved, Ald. Stroik seconded, for approval of the Finance Committee minutes of
December 12, 2005.

Roll Call: Ayes: Ald. Sevenich, Walther, Hanson, Wiza, Robinson, Barr, Trzebiatowski, Molski, Stroik, Barber, Moore.
Nays: None. Motion carried.

17. Portage County Animal Control Contract.

Ald. Barr moved, Ald. Robinson seconded, for approval of the Portage County Animal Control Contract.

18. Personnel Committee meeting of December 12, 2005.

Ald. Molski moved, Ald. Wiza seconded, for approval of the Personnel Committee minutes of
December 12, 2005.

Nays none. Motion carried.

19. Special Personnel Committee meeting of November 22, 2005.

Ald. Molski moved, Ald. Hanson seconded, for approval of the Special Personnel Committee minutes of
November 22, 2005.

20. Ratification of the 2005-2006 Tentative Labor Agreement with Bakery, Confectionery, Tobacco Workers and Grain Millers International Union Local 205. (Water Department)

Ald. Molski moved, Ald. Wiza seconded, to ratify the 2005-2006 Labor Agreement with Bakery, Confectionery, Tobacco Workers and Grain Millers International Union Local 205.

Roll Call: Ayes: Ald. Sevenich, Walther, Hanson, Wiza, Robinson, Barr, Trzebiatowski, Molski, Stroik, Barber, Moore.
Nays: None. Motion carried.

21. Board of Park Commissioners meeting of December 7, 2005.

Ald. Wiza moved, Ald. Moore seconded, for approval of the Board of Park Commissioners minutes of
December 7, 2005.

Ald. Stroik received several complaints on improper behavior during the Pride Fest this past summer.

Mayor Wescott said new steps have been taken by the event organizers.

Ald. Wiza also received concerns about inappropriate behavior. After speaking with the event organizers, the alderperson was assured extra measures would be taken in screening performers.

22. Board of Water and Sewage Commissioners meeting of December 12, 2005.

Ald. Moore moved, Ald. Trzebiatowski seconded, for approval of the Board of Water and Sewage Commissioners minutes of
December 12, 2005.

Roll Call: Ayes: Ald. Moore, Barber, Stroik, Molski, Trzebiatowski, Barr, Robinson, Wiza, Hanson, Walther, Sevenich.
Nays: None. Motion carried.

23. Reports:

Police and Fire Commission meeting of December 13, 2005.

Ald. Walther moved, Ald. Trzebiatowski seconded, to accept the reports and place them on file.

Roll Call: Ayes all.
Nays none. Motion carried.

24. Persons who wish to address the Mayor and Council for up to three (3) minutes on a non-agenda item.

Reid Rocheleau voiced his concerns on the number of inoperable and unlicensed vehicles in portions of the Ninth and Tenth Districts. Mr. Rocheleau is also concerned that the city is charging a $20 surcharge for not sanding or shoveling sidewalks and the surcharge is not shown on the invoice.
