2. Approval of July 6, 2005
Minutes
Motion was made by Glodosky, seconded by Hall to
approve Minutes of July
6, 2005 meeting. Hall asked for an amendment
to change her absence to excused. The amendment accepted seconded by Glodosky.
Ayes: all, Nays: none. Motion carried, minutes approved.
Director's Comments on Budget
Tom Schrader emphasized the condition of the budget
after the Governor signed the State Budget with a property tax freeze imposed on cities. It is imperative that
the Commission know what the city is facing. The rule is a 2% increase or the maximum or amount of new construction
whichever is greater, which is what we are allowed to raise the levy. The cities new construction rate was about
2%, so that is the figure we will work with. This allows the city to raise the levy about $200,000 for the 2006
Budget. It is projected that wages, fringe benefits, insurance and utilities will cost about $1,300,000. Going
into the 2006 Budget, we will be about $1,100,000 short. All the staff is working on how to pare back services
or increase revenues to make up for the deficit. The 2007 Budget could have an $800,000 deficit. There will be
a Special Council Meeting Thursday Evening Sept. 8th at 6:30 pm. The aldermen and staff members, mayor and comptroller
will discuss the Budget and the property tax freeze and how it will impact us.
3. Request to form Sub-Committee
to Review Possible Skateboard Park
Alderperson Robinson spoke to the need for a skate
park in Stevens Point. Our area is fast growing with many of its youth developing skateboard skills. There is no
facility for skateboarding that is accessible because of lack of transportation. He proposes that a sub-committee
look into the feasibility for a park in this area.
Ron Carlson, policeman for Stevens Point, and Lizz Schneider, representing members of the Portage County Leadership
group have taken on looking into developing a park in the city as their class project. skateboard park.
Ideas discussed were, talking to other towns that have a skateboard park to get their input.
Alderperson Robinson recommended that the park be not only a skateboard park but a place for teens to have activities
and "hang out".
Aaron Rogers, owner of Pump and Pedal in Plover added that the sport is growing in popularity, and would bring
in commerce such as BMX products, biking and rollerblading products.
Hall added that she agrees that this type of addition to the city is advantageous.
Glodosky added that it would not hurt to look into it, even though we do not know where the money is coming from.
Motion by Curtis, seconded by Glodosky to set up a sub-committee to look into the possibility of developing a skateboard
park in the city.

4. Recommendation on Moving
Storage Building inside Goerke Stadium
Tom Schrader has been approached by two athletic
directors regarding problems of locker room conflicts between hockey games and possible playoff games being scheduled
here every fall.. That several years ago, the Commission gave SPASH permission, to construct a storage building
for track equipment, on the west side of the stadium south of the bleachers. SPASH wasn't able to secure funding,
so they never built garage. That funding for the project would have to be worked out with the users. Schrader thought
that the parking area north of the stadium would be a better place to construct a building, that could be used
for spring track equipment and used as a football locker room in the fall.
Moore asked about the proposed size of the building and questioned future parking problems.
Schrader stated that the building would be approximately 30' X 50' and the cars that currently use the area could
be moved to the area south of the fence, the skating area. He also recommended that if a structure is built, it
should take on the look of the stadium, not just a metal building.
Glodoski moved, seconded by Curtis to let staff explore the possibility of building a storage area/locker room
south of the stadium.

5. Recommendation on Maintaining
future Roundhouse Park (Alderperson Barber)
Alderman Barber's proposal to create a park at site
of Railroad Roundhouse is again being discussed at this meeting. A subcommittee was formed to study the proposal.
The Alderman's group is looking for a commitment from the board to handle the maintenance of the proposed park.
Glodoski raised concerns regarding where the funds will come from and it may not be a problem if the maintenance
is limited to only cutting the grass.
Alderperson Barber stated that the project would be funded 100% from private funds.
Schrader said that it is hard to know what maintenance will be because we know of no particular needs yet.
Alderman Barber said that a parking lot, tower, and picnic area is being proposed.
Alderman Trzebiatowski asked if the project would be ADA accessible and do we have a guarantee from the Railroad
that the roundhouse will be kept.
Alderman Barber replied that there are no plans to demolish the roundhouse and it will be kept as a repair facility.
Curtis stated that it would be hard to make a recommendation for the city to maintain the site if the city does
not know what will be needed and that he is opposed to it.
Glodosky would like to have a group support the Roundhouse, but we need a plan. That in the past when outside groups
asked for support, the Commission always review their plan first.
Robinson and Barber will approach business people and other groups for future Support and funding of the project
Tom Schrader recommended that the sub-committee put together a plan and to come back to the Board for them to review.
Moore commented that "maintenance" is too big a word. The Board needs a general idea and particulars.
Curtis said the Board is not discouraging the project but we need more recommendations for maintenance.
Reid Rocheleau suggested the city become more pro-active into looking into this, and have the staff work on developing
a plan. The Roundhouse park is a good idea and Mr. Barber needs a little help exploring this project.
Alderman Robinson suggested a motion to have the group prepare a schematic for review.
President Freckman stated that the committee is not ready to take action on this proposal tonight. The matter should
go back to the sub-committee and have them prepare a plan to present to the Commission at a future meeting.
6. Director's Report
Commissioner Hall wanted to announce that there
will be a cleanup of the Koziczkowski Park on Saturday, September 24th , 8 AM to 5 PM. The Audubon Society and
the University students will be doing the cleanup. Tom Schrader announced that the Willett Arena will open on Sunday,
September 25th at 1 PM. Rock on Ice, and Jock in the Box on Ice this year. A donation of 76 acres has been donated
by the Sroda, Wanta and Galecke Families. This Fall, the Parks Department will look at it to see if there is any
work to be done. It is a nice donation from these families.
The KASH Playground grant is waiting for the Governor's final approval. The grant should be awarded to the city
as soon as it is approved.
Alderman Robinson suggested that the skateboard sub-committee should meet at 5 pm on Tuesday September 27th at
the City Police Dept.
