1. Roll Call

Present - Glodosky, Curtis, McDonald, Sevenich, Hall, Freckmann, Okonek, Wiza, Moore, Sorenson

2. Approval of the September 7, 2005 Minutes

Motion was made by Curtis, seconded by Okonek to approve the Minutes of the September 7, 2005 meeting.

Ayes; all, Nays; none. Motion carried.

3. Request to Hold Pride Fest in Pfiffner Pioneer Park June 17, 2006

Schrader stated that there was only one letter of complaint and as staff, they had no problems with the group. He further stated that they were one of the best groups he has ever worked with; very well organized. Schrader further stated that he has talked with the group representative, who was also caught off guard, has apologized, and he has assured Schrader that there will be more screening as to the entertainment, etc. for next years event and there will be a stop to the inappropriate behavior.

Alderman Wiza felt that the public display, on the stage, inappropriate dress, etc. gave the appearance that the city condones such an event and he felt this is not proper in a public place; if it was occurring in the Pfiffner Building, it would be out of view of the public.

Madison Wiza stated that she was biking through Pfiffner Park on that day and was very offended by the cross dressing, public display of affection, and felt that the exhibition was not proper for a public park. She further stated that she has no problems with homosexuality but what they do should be private and not openly displayed in a public park.

Alderman Trzebiatowski said that he had talked to some people that were offended by the minor profanity displayed by a poet reading on stage, and what is our guarantee that this won't happen again next year.

Sevenich mentioned that she had received similar comments, felt this is not appropriate in a public park, and perhaps some in the group just got carried away.

McDonald felt that these issues have been addressed, as Schrader mentioned, and the event will be looked at again next year.

Hall asked for the attendance figures, and Jaworski estimated approximately 1000 people in attendance throughout the day.

Alderman Wiza asked Jaworski what type of guarantees would the group provide that this won't happen again.

Jaworski stated that they would do a better job screening the acts/performers they hire and they would read poems and okay them before they are read. They don't want to have this happen again either.

Motion was made by McDonald, seconded by Sorenson, to approve the Pride Fest in Pfiffner Pioneer Park June 17, 2006 with the sensitive concerns addressed by the Commission.

Ayes; Glodosky, Freckmann, Hall, Curtis, Moore, Sorenson, McDonald, Okonek, Wiza

Nays; Sevenich

Motion carried.

4. Review and Recommendation on North Harmony Village

Schrader stated that the developer of Harmony Village, is proposing to develop phase II of their project. The development will be comprised of eight single family homes and four duplexes. The proposed development will be north of DuBay Avenue and west of North Reserve Street across the street from Harmony Village; their first development. He further stated that due to wetlands in this area, he doesn't believe the area will ever be densely populated. His recommendation would be to take cash-in-lieu of land for this development.

Moore asked what the dollar amount would be and Schrader said $250.00 per single and $200.00 per duplex.

McDonald asked how long ago those fees were established and Schrader said in the early 90's.

Sevenich asked where the money would be spent and Schrader said it is used for park related development usually within a quarter mile radius of the area being developed.

Motion was made by Glodosky, seconded by Curtis to take cash-in-lieu of land for the development of North Harmony Village.

Ayes; all, Nays; none. Motion carried.

5. Donation for Pfiffner Pioneer Park (Joe & Wilma Pfiffner)

A generous donation of $10,000 was given to the Parks Department, by the Pfiffners to be used for Pfiffner Pioneer Park. The only thing they ask in return, is to have an update every year on what improvements were made for the park. The Park Board Commissioners wish to thank the Pfiffners for their generosity and a plaque will be put up somewhere in Pfiffner Park, in the near future, as was suggested by Glodosky and McDonald.
