City Water Department - 300 Bliss Avenue

Present: Chairman Molski, Alderpersons Markham, Stroik, Barber, Moore

Also Present: Mayor Wescott; Comptroller-Treasurer Schlice, City Attorney Molepske, Clerk Kranig; Directors Euclide, Halverson, Schrader; Chief Morris; Captain Dowling; Chief Barnes; Alderpersons Wiza, Sevenich, Sowieja, Walther, Rackow; Mayoral Assistant Ostrowski; John Moe; Roger Trzebiatowski; Personnel Specialist Jakusz

Chairman Molski called the meeting to order.

Index of these Minutes:

1. Request to refill vacancies in the Streets Department.
2. Approval of side letter (Police Union).
3. Discussion and action on amendment(s) to Administrative Policy 1.01 and 1.14.
4. Adjourn into closed session (approximately 6:35 p.m.) pursuant to Wisconsin Statute 19.85(1)(e) and (f) for:

a. Update on bargaining.
b. Request for an extended leave of absence.

5. Reconvene into open session (approximately 20 minutes after adjourning into closed session) for possible on:

1. Request to refill vacancies in the Streets Department.

Chairman Molski noted that in the agenda cover memo, it's noted that a Streets Department employee has passed away and another employee has given notice of retirement. The Mayor has reviewed and approved this request.

Alderman Stroik moved, Alderman Barber seconded, all ayes to approve refilling the two vacancies in the Streets Department.

2. Approval of Side Letter (Police Union).

The side letter is a result of eliminating two Sergeant positions in the Police Department. The side letter provides for a modification in the utilization of Reserve Shift Supervisors; having two per shift instead of one, extending the current Reserve Shift Supervisors until February 25, 2005.

Personnel Specialist Jakusz stated that the Union has approved and signed off on the side letter.

Alderman Molski moved, Alderman Markham seconded, all ayes to approve the Side Letter for the Police Union.

3. Discussion and action on amendment(s) to Administrative Policy 1.01 and 1.14.

Alderman Stroik moved, Alderman Molski seconded, all ayes to approve the revision to Administrative Policy 1.01.

Chairman Molski voiced her support of the Modified Duty policy. Alderman Stroik moved, Alderman Barber seconded, all ayes, to approve the revision to Administrative Policy 1.14.

4. Adjourn into closed session (6:55 p.m.) pursuant to Wisconsin Statutes 19.85 (1)(e) and (f) for:

a. Update on bargaining.
b. Request for an extended leave of absence.

Alderman Moore moved, Alderman Markham seconded, to adjourn into closed session.

Roll Call: Ayes: Chairman Molski; Alderpersons Moore, Barber, Stroik, Markham.
Nays: None. Motion carried.

5. Reconvene into open session (7:17 p.m.) for possible action on:

b. Request for extended leave of absence.

Alderman Barber moved, Alderman Stroik seconded to reconvene into open session.

Roll Call: Ayes: Chairman Molski; Alderpersons Moore, Barber, Stroik, Markham.
Nays: None. Motion carried.

Chairman Molski moved, Alderman Stroik seconded, all ayes to postpone action until additional information is obtained by the City Attorney next Monday (February 21, 2005).

6. Adjournment - 7:20 p.m.
