Chairman Molski called the meeting to order.
Index of these Minutes:
1. Request to fill anticipated vacancy in the Transit Department.
2. Request to fill anticipated
vacancy in the Parks Department.
3. Request to enter into side
letter for vacation carryover for a Streets
Department employee.
4. Adjourn into closed session (approximately 6:40 p.m.) pursuant to Wisconsin State Statute
19.85 (1)(e) and (f) for:
a. Update on Bargaining.
b. AFSCME Local 309 Grievance - Saturday Work Mechanics (Streets Dept.).
c. AFSCME Local 309 Grievance - P1-04 (Parks Dept.).
5. Reconvene into open session (approximately 25 minutes after adjourning into closed session) for possible action on:

Personnel Specialist Jakusz referred to the memo
in the packet from the Transit Manager.
Alderman Moore moved, Alderman Barber seconded, all ayes to approve the request to fill the vacancy in the event
the vacancy occurs.
2. Request to fill anticipated
vacancy in the Parks Department.
Chairman Molski referred to Director Schrader's
memo which was included in the packet.
Chairman Molski moved, Alderman Stroik seconded, all ayes to approve the request to fill the vacancy in the event
the vacancy occurs.
3. Request to enter into
side letter for vacation carryover for a Streets Department employee.
Personnel Specialist Jakusz explained that this
matter was highly unusual. The employee has been trained as a back-up for payroll duties in the Streets Department.
As a result of a serious illness and subsequent death, the employee agreed to cancel his vacation to cover the
payroll function for the department. Chairman Molski suggested that it be indicated in the side letter that this
is non-precedent setting.
Chairman Molski moved, Alderman Barber seconded, all ayes, to approve the request of the Director of Public Works.
4. Adjourn into closed session
(7:05 p.m.) pursuant to Wisconsin State Statute 19.85 (1)(e) and (f) for:
a. Update on Bargaining
b. AFSCME Local 309 Grievance - Saturday Work Mechanics (Streets Dept.)
c. AFSCME Local 309 Grievance - P1-01 (Parks Dept.).
Personnel Specialist Jakusz informed the Personnel
Committee Members that she received notification from Union Staff Representative, Jerry Ugland at 2:00 p.m. on
Thursday, March 10, 2005 that the union grievances scheduled to be heard in closed session this evening are being
"withdrawn without prejudice and without setting a precedent". The only item in closed session will be
the update on bargaining; therefore the committee will adjourn from closed session.
Alderman Barber moved, Alderman Stroik seconded, to adjourn into closed session.
Roll Call: Ayes: Chairman Molski, Alderpersons Stroik, Barber, Moore, Markham.
Nays: None. Motion carried.
