5. Approval of Minutes

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the minutes of the January 11, 2005 meeting.

6. Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Schleihs, to accept the confirmation of the January 2005 bills.

7. Police Chief's Report

• Chief Morris reported:
• January's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• In the near future Gary Itzkowicz of the UWSP Community Research Center will begin phase two of the strategic planning process which consists of surveying the Stevens Point community, both business and citizens in general.
• The Chief will schedule a departmental meeting in March at which time Gary Itzkowicz will present the results of the employee survey to all employees.
• At the March meeting the Chief will present a proposal to the commission which would increase the rate of all parking fines within the City of Stevens Point.
• The patrol area redesign committee finalized the boundaries of the three patrol areas and effective March 3 the new area boundaries take effect. The patrol area redesign will allow each officer the opportunity to become familiar with a smaller geographic area of the city and that area's unique needs and wants. In the long run the area redesign goal is to provide each individual officer increased job satisfaction, enhance work performance and earn increased respect as well as public support both individually and for the Department in general.
• A discussion was held regarding enforcement options open to the city if the BreatheFree smoking ordinance passes in April 2006. Issues discussed included assignment of responsibility, tactics and the cost impact of enforcing the ordinance. The Chief was directed to report back to the Commission at the March meeting an analysis with several options that would be reviewed by the Police and Fire Commission and forwarded to the Mayor and City Council.
• A discussion was held regarding the Portage County Criminal Justice Center needs assessment. Part of the project will be a non-architectural space needs assessment for the Portage County Sheriff's Department and Stevens Point Police Department. A vendor will be selected at the March meeting of the Portage County Board. The project is being funded by Portage County. The completion date for this project is August of 2005.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for January 2005.

8. Fire Chief's Report

• Chief Barnes reported:
• January's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• One firefighter/paramedic remains off work with a duty related knee and shoulder injury. Hopeful for his return is early March.
• The Chief updated the commission, via a PowerPoint presentation, on the Central Wisconsin Collapse Rescue Response Team.
• The Village of Whiting will form a partnership with the Village of Plover to provide medical first responders in Whiting.
• The Chief updated the Commission on the partnership with Chippewa Valley Technical College and eight (8) other Wisconsin Fire Department's to provide CPAT testing.
• The Chief is expecting to see a military activation of J.B. Moody from mid-May to October 1, 2005. He is a medic with the Air Force Guard, 15th Fighter Wing from Madison.
• The Chief briefed the Commission on Firefighter/Paramedic Larry Pingel's travel with UWSP's Wisconsin-Nicaragua Partners of the America.
• The Fire Department will not receive the 2004 FEMA Fire Act grant. However, 2005's application is expected to open in April.
• Confined space standby:
• City Water Department: 20:25 hours
• University of Wisconsin-Stevens Point 18:08 hours
• Koch Pavement Solutions 00:53 hours
• Total 39.26 hours
• The Department received funding for one (1) Ice Rescue suit from the Portage County Sheriff's Department in the amount of $525.00. Existing suits are 10 - 12 years old and leaking.
• The Chief briefed the Commission on the National Incident Management System's (NIMS) requirements.
• The Department is planning a multi-jurisdictional mass EMS disaster exercise for late summer.

  EMS:

• Replacement ambulance was delivered in January.
• Continued evaluation of EMS data management systems. Evaluating a joint event with Wisconsin Rapids Fire and Spirit of Marshfield.
• Reminder of Portage County EMS Ad Hoc committee meeting on February 28th at 7:00 p.m. at the Elizabeth Inn in Plover
• The Chief commented on a spread sheet, showing various key points for contiguous county's ambulance service providers.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Fire Chief's report for January 2005.

Commissioner Pazdernik moved, seconded by Commissioner Taylor, to approve the Fire Chief's request to extend the existing entry level hiring list until a new list is approved by the Commission.
