Roll Call: Commissioners Judy, Pazdernik, Schleihs and Taylor

Also Present: Police Chief Jeff Morris, Fire Chief Mark Barnes, Mayor Gary Wescott, Alderman Jack Barr, Alderman C.J. Robinson, Alderman Roger Trzebiatowski, Deputy Chief Gary Engebretson, Captain Charles Skibba, Motor Pump Operator Fred Pings, Motor Operator Larry Pingel, Firefighter Paramedic Tracy Aldrich

Commissioner Schleihs moved, seconded by Commissioner Taylor, to adjourn into executive session.

3. Reconvene into open session (approximately 5:30 p.m.) for possible action on Item Numbers 2(a), 2(b), 2(c) and 2(d).

Commissioner Schleihs moved, seconded by Commissioner Taylor, to reconvene into open session.

Nays: None. Motion carried.

Commissioner Schleihs moved, seconded by Commissioner Taylor, to approve Fred Pings to the position of Motor Pump Operator.

Roll call: Ayes: Commissioners Judy, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

Commissioner Pazdernik moved, seconded by Commissioner Taylor, to approve Larry Pingel to the position of Motor Pump Operator.

Roll call: Ayes: Commissioners Judy, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve Charles Skibba to the position of Captain.

Roll call: Ayes: Commissioners Judy, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

Captain Linda McCulley will retire effective June 3, 2005 after 31 years of service at the Police Department. The Commission thanked Captain McCulley for her many years of dedicated service and wished her well in retirement. The Chief received permission from the Mayor to start the promotional process to fill the vacant captain's position.

Commissioner Judy provided IAFF Local 484 President Tracy Aldrich with a copy of a legal opinion from City Attorney Louis Molepske regarding the issue of promotions within the Fire Department. The City Attorney opined the Commission does have the authority to interview Fire Department personnel to ensure the candidate is qualified for the promoting position. He also stated our Supreme Court has indicated we must harmonize the labor contract with the promotion statute and to do so otherwise would violate state law.

5. Approval of Minutes

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the minutes of the
March 15, 2005 meeting.

Ayes, all; nays, none. Motion carried.

6. Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Schleihs, to accept the confirmation of the March 2005 bills.

Ayes, all; nays, none. Motion carried.

7. Police Chief's Report

Chief Morris reported:

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for March, 2005.

Ayes, all; nays, none. Motion carried.

8. Fire Chief's Report

Chief Barnes reported:

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Fire Chief's report for March 2005.

Ayes, all; nays, none. Motion carried.

9. Adjournment

The meeting adjourned at 6:10 p.m.
