Commissioner Pazdernik moved, seconded by Commissioner Taylor, to approve Larry Pingel to the position of Motor Pump Operator.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve Charles Skibba to the position of Captain.

Captain Linda McCulley will retire effective June 3, 2005 after 31 years of service at the Police Department. The Commission thanked Captain McCulley for her many years of dedicated service and wished her well in retirement. The Chief received permission from the Mayor to start the promotional process to fill the vacant captain's position.

Commissioner Judy provided IAFF Local 484 President Tracy Aldrich with a copy of a legal opinion from City Attorney Louis Molepske regarding the issue of promotions within the Fire Department. The City Attorney opined the Commission does have the authority to interview Fire Department personnel to ensure the candidate is qualified for the promoting position. He also stated our Supreme Court has indicated we must harmonize the labor contract with the promotion statute and to do so otherwise would violate state law.

5. Approval of Minutes

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the minutes of the March 15, 2005 meeting.

6. Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Schleihs, to accept the confirmation of the March 2005 bills.

Ayes, all; nays, none. Motion carried.

7. Police Chief's Report

Chief Morris reported:

• March's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The Chief distributed a draft copy of the Stevens Point Police Department Community Survey for review by the Commission. The Commission commended the Department on the excellent job and for the hard work that went into the completion of the survey. A discussion was held regarding options for disseminating the survey to community businesses and residences.
• The Chief distributed a copy of the Agenda for the quarterly Sergeant's meeting scheduled for April 13th.
• Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the out of state travel of Helen Lee and Brian Kudronowicz to Greensboro, North Carolina to attend the 29th Annual International Association of Chiefs of Police Law Enforcement Information Management (LEIM) Section Training Conference and Exposition scheduled for May 23 - 27, 2005. Ayes, all; nays, none. Motion carried.
• The Chief attended a meeting of the Portage County, Wisconsin Justice System Needs Assessment Committee and briefed the Commission on topics discussed at the meeting.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for March, 2005.

8. Fire Chief's Report

Chief Barnes reported:

• March's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The Firefighter/Paramedic who received a duty related injury in September of 2004 has returned to work.
• The Chief updated the Commission on the partnership with Chippewa Valley Technical College and eight (8) other Wisconsin Fire Departments to provide CPAT testing.
• A conditional offer of employment has been issued to Mr. Justin Thompson. He is scheduled to start orientation training on Monday, April 25th 2005.
• The Department will participate in the Mock Crash being planned at the Amherst Fairgrounds.
• The Department will be participating in the Disaster Drills at Central Wisconsin Airport this month.
• The Department is involved in the planning of an EMS/rescue drill to be held in Portage County in September.
• EMS week is scheduled for May 15 - 21, 2005. The theme this year is, "Ready, Responsive, Reliable."
• The Chief informed the Commission of the updating of Policy #1061.00 "Charges for FD Services".

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Fire Chief's report for March 2005.
