3. Reconvene into open session

Commissioner Schleihs moved, seconded by Commissioner Taylor, to reconvene into open session.

Commissioner Meyer moved, seconded by Commissioner Taylor, to accept the grievance on the condition that the Union
comply with earlier letters sent by Lisa Jakusz dated March 4, 2005 and April 26, 2005 to actively negotiate the
light duty policy and begin within next 30 days.
Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.
Commissioner Pazdernik moved, seconded by Commissioner Taylor, that original receipts are required for reimbursement
for clothing allowance which is consistent with the City's reimbursement policy. Therefore, the grievance is denied.

Nays: None. Motion carried.

5. Approval of Minutes
Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the minutes of the April 12, 2005
meeting.
Ayes, all; nays, none. Motion carried.
6. Confirmation of Bills
Commissioner Taylor moved, seconded by Commissioner Schleihs, to accept the confirmation of the April 2005 bills.
Ayes, all; nays, none. Motion carried.
7. Discussion on Police Department's
work on the Portage County Crisis Intervention Program and Community Crisis Intervention Team Training
Lt. Ed Eggleston attended Wisconsin's first Crisis Intervention Team (CIT) training at Fox Valley Technical College
in October of 2004. Since that time he has worked with Health and Human Services to implement a Memorandum of Understanding
that includes the Stevens Point Police Department, Plover Police Department and Portage County Crisis Intervention
Program. The Mission of the Program is to provide and coordinate mental health emergency services for persons found
to be in need of services regardless of age, sex, race, sexual preference, religious preference or ethnic identity.
The next phase in the development process at the Police Department involves creating a policy and implementing
training of shift supervisors. The goal is to eventually train all officers on the Police Department.
8. Police Chief's Report
Chief Morris reported:
The Chief distributed the minutes from the Portage
County Justice System Needs Assessment Study & Plan from May 3, 2005.
Police officer applicant interviews are scheduled for May 15, 18 and 19, 2005. Twenty-one applicants were offered
interviews on these dates. The interview team consists of Captain McCulley, Lt. Kudronowicz and Sgt. Carlson.
On June 3, 2005 at 2:00 p.m. in Conference Room B there will be cake and coffee in celebration of Captain Linda McCulley's last day of employment at the Police Department.
The Chief discussed a time line for the Captain's
promotion. Applications are due by 4:00 p.m. on May 16, 2005.
Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for April, 2005.
Ayes, all; nays, none. Motion carried.
9. Fire Chief's Report
Chief Barnes reported:
Deputy Chief Kujawa presented fire prevention inspection
training regarding hood systems in restaurants and grills.
Various captain-led drills were conducted. Included were SCBA (A platoon), high angle rescue and rescue boat drills
(C platoon).
Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Fire Chief's report for April 2005.
Ayes, all; nays, none. Motion carried.
