5. Approval of Minutes - June 14, 2005

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to approve the minutes of the June 14, 2005 meeting.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to accept the confirmation of the June 2005 bills.

7. Request to approve out of state travel for Chief Mark Barnes to attend the International Fire Chief's Conference in Denver, Colorado

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to approve out of state travel for Chief Mark Barnes to attend the International Fire Chief's Conference in Denver, Colorado.

Ayes, all; nays, none. Motion carried.

8. Fire Chief's Report

Chief Barnes reported:

• The Executive Staff is in the initial interview step of establishing an entry level eligibility list. The Department will be interviewing 24 applicants. The EMS/Medical portion of the interview has been updated to current expectations.
• The Fire Department will be purchasing a replacement for our aging Rescue Squad with 100% Office of Justice Assistance funding.
• Chief Barnes has been elected as 2nd year trustee for Wisconsin State Fire Chief's Association. The Chief will be President in 2009/2010.
• Chief Barnes will be receiving national Chief Fire Officer Designation (CFOD) in August while attending the International Fire Chief's Conference.
• J.B. Moody was injured while training in Iraq.
• The Department is working to finish researching and formulating a final recommendation for their EMS data software upgrade.
• The Fire Department is involved in the planning of an EMS/Rescue mass drill to be held in Portage County in September.
• The Department is continuing in the process of assisting First Responder Groups to upgrade their level of care to EMT basic. This in concert with the 2000 EMS strategic plan.
• The Fire Department provided EMS via bike patrol during times of the highest attendance at the Riverfront Rendezvous Celebration. A thank you letter was sent to Campus Cycle for letting the Department use the bicycles at no cost.
• Above ground and underground storage tank inspection hours for the month totaled 22:50.
• A Bromine spill at UWSP on June 27th resulted in the discovery of two internal problems which are being addressed. The interior rated fire doors are being illegally held open with blocks of wood and the master key did not provide access to five rooms within the Science Building.

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the Fire Chief's report for June 2005.

9. Discussion, with possible action, regarding a request to approve out of state travel for Sgt. Tony Babl to attend an M.O.C.I.C. (Mid-States Organized Crime Information Center) conference in Lake Ozark, Missouri

Commissioner Pazdernik moved, seconded by Commissioner Taylor, to approve out of state travel for Sgt. Tony Babl to attend the MOCIC Conference in Lake Ozark, Missouri September 27 - 29, 2005.

10. Police Chief's Report:

Chief Morris reported:

• June's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• Members of the Stevens Point Police Department management team participated as panel members in UWSP Freshman Orientation sessions that were held throughout the month of June.
• The Wisconsin Supreme Court ruled last week that the interrogation of all juveniles in secure detention must be electronically recorded either by audio tape or video tape.
• Sgt. Retzki, Officer Kussow and Officer Blader have been receiving advanced computer training in identity theft, cyber stalking and cyber hacking. The Chief hopes to receive funding through the Homeland Security grant for the additional training, specialized computers, and software required to process and investigate cyber white collar crime.
• The Chief distributed information regarding the definition of motorized and electric scooters and their illegal use on streets within the City of Stevens Point.
• The Chief distributed information regarding meth amphetamine being the top drug problem for most counties across the United States. A short discussion followed.
• The Chief distributed a newsletter of the Police Executive Research Forum.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for June, 2005.
