3. Approval of Minutes - July 12 & July 18, 2005

Commissioner Meyer moved, seconded by Commissioner Pazdernik, to approve the minutes of the July 12 & July 18, 2005 meetings.

Ayes, all; nays, none. Motion carried.

4. Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Schleihs, to accept the confirmation of the July 2005 bills.

5. Police Chief's Report:

Chief Morris reported:

• July's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The Chief distributed an article from the Star Tribune entitled "Most Red Light Runners Going Free." This is a program enacted in Minneapolis which uses cameras to catch drivers running red lights. From July 7th to August 6th approximately 4,500 drivers were each fined $142.00. Police are pleased that the cameras are catching violators but are disappointed people continue to run red lights.
• The Police Department is beginning to work on the 2006 budget.
• At the Personnel Committee meeting on Monday, August 8th, the Committee approved Captain Ruder's salary at $60,000.00.
• E-reporting is scheduled to go on-line after Labor Day. Helen Lee and Lt. Ed Eggleston are working with Stan Long to coordinate the project. The Chief will schedule a demonstration of e-reporting to the Commission at the October meeting.
• At the Personnel Committee meeting on August 8th the Committee approved changing Chapter 5.04 of the City Ordinance to reflect the Department having eight (8) sergeants and thirty (30) police officers.
• The lieutenant's and sergeant's promotional process is underway. The Chief will have one candidate selected for each rank and bring that candidate to the Commission for an interview promotion approval at the regularly scheduled October meeting.
• The 2006 United Way campaign is underway. As an incentive to make this campaign successful in terms of participation and dollars pledged the Chief worked with SPPOO President Tom Zenner and AFSCME 348 union steward Carol Grubba to come up with ideas to increase giving. Work groups will be utilized to come up with rewards for shifts or bureaus who have the highest participation. An example would be holding a fund raising barbecue on the ramp.
• In the near future the Chief will distribute a copy of the Criminal Justice System Needs Assessment material.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for July, 2005.

6. Fire Chief's Report

In Chief Barnes' absence Deputy Chief Gary Engebretson reported:

• Probationary Firefighter/Paramedic Chad Toth will come before the Commission at the September meeting for his off probation interview.
• The Executive Staff is in the initial interview step of establishing an entry level eligibility list.
• The Fire Department received a $400,000 grant from the Office of Justice Assistance and is in the process of looking for a replacement for the aging Rescue squad.
• The Department has selected Zoll as their EMS software.
• The Chief's flight and hotel accommodations at the International Fire Chief's Conference were furnished by Span Publishing.
• Deputy Chief Engebretson reported that his possible retirement date will be sometime in March of 2006.

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve the Fire Chief's report for July 2005.

7. Adjourn into executive session (approximately 5:15 p.m.) pursuant to Wis. Stats. ss. 19.85(1) (b), (c) and (e) for the following:

a. Update on union bargaining negotiations - Fire and Police

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to adjourn the meeting without holding executive session due to there being no updates to report on union bargaining negotiations.
