5. Discussion, with possible action, on Request for Qualifications for Portage County and City of Stevens Point Emergency Medical Services (EMS) Study

Commissioner Judy moved, seconded by Commissioner Taylor, to accept the Request for Qualifications for Portage County and City of Stevens Point Emergency Medical Services (EMS) Study as presented.

6. Approval of Minutes - August 9, 2005

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the minutes of the August 9, 2005 meeting.

Ayes, all; nays, none. Motion carried.

7. Confirmation of Bills

Commissioner Meyer moved, seconded by Commissioner Schleihs, to accept the confirmation of the August 2005 bills.

Ayes, all; nays, none. Motion carried.

8. Review of Hazard Mitigation Plan

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to approve the Hazard Mitigation Plan as presented pending the signatures of Fire Chief Barnes, Police Chief Morris and Director Euclide.

9. Police Chief's Report:

Chief Morris reported:

• August's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The 2006 budget was discussed. In light of the gas price situation the Department is brainstorming ideas to help modify fuel consumption without negatively impacting public safety.
• The Chief would like to schedule a special meeting sometime during the week of September 26th so the commission can interview Sgt. Tim Davy and Lt. Ron Carlson.
• The Chief is in the process of establishing a municipal court process for the City of Stevens Point pursuant to Chapter 755 of the Wisconsin Statutes.
• The Portage County Justice Coalition will hold a public hearing on the Justice Center Project at 7:00 p.m. on Thursday, September 22, at P.J. Jacobs Junior High. This will be an open meeting to address issues being presented by the project consultant, Goldman and Associates.
• At the Finance Committee meeting on Monday, September 12, 2005 the Committee approved the Police Department's proposal to increase the rate of all parking fines within the City of Stevens Point to $15.00. The Committee also approved the purchase of the Clancy Parking System and amending ordinance 9.05(1) which eliminates the 30 minute limit currently in existence. The ordinance will be changed to read there is no overnight parking on any city street between the hours of 2:30 a.m. to 6:00 a.m.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for August, 2005.

10. Fire Chief's Report

Chief Barnes reported:

• Chief Barnes thanked Commissioner Meyer and Dr. Michael Curtis for assisting with firefighter/paramedic entry level interviews. The Chief will be forwarding seven (7) names to the Commission for consideration to complete the Fire Department entry level list for 2006.
• The Chief received the International Chief Fire Officer Designation (CFOD) while attending the IAFC Conference in August in Colorado.
• The bid for specifications for a replacement rescue vehicle went out on schedule. Bid opening is set for Thursday, October 28, 2005 at 3:05 p.m. The Commission is welcome to attend. This is funded 100% by the Officer of Justice Assistance.
• The Chief believes the two members of the Department who are on active military duty will be returning in November or December. This should bring the Department up to full staffing.
• EMS: Mr. Larry Lee will be cutting back on the hours of operation for his Ambu-Lift service. This may impact the ambulance service with additional workload of non-medical transports.
• It is believed that once St. Clair's Hospital opens in Weston, that they will be handling all inter-facility transports for Ministry Health Care. This will reduce income.
• All commissioners are invited to observe EMS/Rescue mass disaster drill to be held at 9:00 a.m. on Saturday, September 17, 2005 in the Industrial Park.

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for August, 2005.
