Brett Snyder of Zoll Data Systems gave a short presentation of the new EMS software which was recently implemented at the Fire Department.

Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the addition of Jeffrey Koch to Fire Department eligibility list.

5. Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to approve the minutes of September 13, 2005.

Ayes, all; nays, none. Motion carried.

The Commission, by consensus, clarified the September 13th minutes as follows:

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve probationary firefighter/paramedic Chad Toth to regular status upon the successful completion of his probationary period.

Approval of clarified minutes: Ayes, all; nays: none. Motion carried.

Commissioner Meyer moved, seconded by Commissioner Pazdernik, to approve the minutes of the September 26, 2005 special meeting.

Ayes, all; nays, none. Motion carried.

6. Confirmation of Bills

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to accept the confirmation of the September 2005 bills.

Ayes, all; nays, none. Motion carried.

7. Discussion, with possible action, lieutenant's overtime pay

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to follow the state and federal guidelines regarding compensatory and overtime for non-represented employees. Currently non-represented employees receive compensatory time at the rate of 1.5 times per hour for any work done beyond the normal work schedule. This will require the modification of the Stevens Point Police and Fire Commission Administrative Policies, Section 3.04, Compensatory and Overtime for Non-Represented Employees.

Ayes, all; nays, none. Motion carried.

8. Discussion, with possible action, establishing a municipal court process for the City of Stevens Point pursuant to Chapter 755 of the Wisconsin Statutes

Chief Morris discussed establishing a municipal court process for the City of Stevens Point.

The Commissioners did not disagree with the concept of municipal court but suggested the Police and Fire Commission has no approval authority over the concept and does not need to be involved in the process of establishing such a system. It was suggested the Chief forward the concept to the Common Council for future consideration and approval following public discussion.

9. Police Chief's Report:

Chief Morris reported:

• September's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• In order to enhance communication the Department has established two new monthly communication periodicals: a SPPD monthly news letter and an SPPD Technology Update newsletter.
• Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve a $100.00 donation from McKinley School for the school safety cadet program. Ayes, all; nays, none. Motion carried.
• The Chief was approached by Jane Dreier who represents the Church of the Intercession. Mrs. Dreier would like to establish a fund for people in emergency distress who don't qualify for assistance or an incident that may occur when Human Services isn't available to offer assistance. The Chief will keep the commission updated on this process.
• Trick or Treating is scheduled for October 30th between the hours of 3:00 p.m. and 6:00 p.m.
• A brief discussion was held regarding the proposed Keg Registration Ordinance.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for September, 2005.

10. Fire Chief's Report

Chief Barnes reported:

• Through a reorganization direction by Wisconsin Office of Justice Assistance (OJA), Marathon County's light collapse rescue team has been directed to report to the Stevens Point Fire Department.
• Chief Barnes has been invited to participate in the design team for the REACT (Regional Emergency All Weather Training) Center by OJA.
• J.B. Moody has returned home but is not back to work yet. He needs to be medically cleared before he can return to work.
• The September 17th countywide EMS disaster drill went very well. The final critique will be held next week.
• The promotional process for Deputy Chief has been put on hold by City Hall.
• Hiring a replacement for the Department's current vacancy has been put on hold by City Hall.
• The Local Emergency Planning Committee (LEPC) meeting will be tomorrow morning. UWSP will be questioning the Fire Department's bill for a hazardous materials spill.
• The Department will be adding a new item to their conditional offer of employment for new hires. Should an employee leave the city's employment within a specified time period, it will require a re-payment of some of the initial hiring costs such as the physical and psychological examinations.
• There is one more entry level candidate. However, there is a need to perform some additional background on this candidate. The chief has asked the Police Department for their assistance.
• The Chief passed out a flyer describing the Department's entry level written examination process.

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for September, 2005.
