October 11, 2005, 4:30 p.m.

2. People to be heard and announcements

Brett Snyder of Zoll Data Systems gave a short presentation of the new EMS software which was recently implemented at the Fire Department.

3. Adjourn into executive session (approximately 4:30 p.m.) pursuant to Wis. Stats. ss. 19.85(1) (b) and (c) for the following:

a. Probationary Firefighter/Paramedic Applicant Interviews
b. Personnel issue - Fire Department

Commissioner Schleihs moved, seconded by Commissioner Taylor, to adjourn into executive session.

Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

4. Reconvene into open session (approximately 5:15 p.m.) for possible action on item number 3(a).

Commissioner Meyer moved, seconded by Commissioner Schleihs, to reconvene into open session.

Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the addition of Jeffrey Koch to Fire Department eligibility list.

Roll call: Ayes: Commissioners Judy, Meyer, Pazdernik, Schleihs and Taylor
Nays: None. Motion carried.

5. Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to approve the minutes of
September 13, 2005.

Ayes, all; nays, none. Motion carried.

The Commission, by consensus, clarified the September 13th minutes as follows:

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve probationary firefighter/paramedic Chad Toth to regular status upon the successful completion of his probationary period.

Approval of clarified minutes: Ayes, all; nays: none. Motion carried.

Commissioner Meyer moved, seconded by Commissioner Pazdernik, to approve the minutes of the September 26, 2005 special meeting.

Ayes, all; nays, none. Motion carried.

6. Confirmation of Bills

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to accept the confirmation of the September 2005 bills.

Ayes, all; nays, none. Motion carried.

7. Discussion, with possible action, lieutenant's overtime pay

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to follow the state and federal guidelines regarding compensatory and overtime for non-represented employees. Currently non-represented employees receive compensatory time at the rate of 1.5 times per hour for any work done beyond the normal work schedule. This will require the modification of the Stevens Point Police and Fire Commission Administrative Policies, Section 3.04, Compensatory and Overtime for Non-Represented Employees.

Ayes, all; nays, none. Motion carried.

8. Discussion, with possible action, establishing a municipal court process for the City of Stevens Point pursuant to Chapter 755 of the Wisconsin Statutes

Chief Morris discussed establishing a municipal court process for the City of Stevens Point.

The Commissioners did not disagree with the concept of municipal court but suggested the Police and Fire Commission has no approval authority over the concept and does not need to be involved in the process of establishing such a system. It was suggested the Chief forward the concept to the Common Council for future consideration and approval following public discussion.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for September, 2005.

Ayes, all; nays, none. Motion carried.

10. Fire Chief's Report

Chief Barnes reported:

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for September, 2005.

Ayes, all; nays, none. Motion carried.

11. Adjournment

The meeting adjourned at 6:55 p.m.
