5. Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to approve the minutes of October 11, 2005.

6. Confirmation of Bills

Commissioner Pazdernik moved, seconded by Commissioner Schleihs, to accept the confirmation of the October 2005 bills.

Ayes, all; nays, none. Motion carried.

7. Progress on addressing interest raised in the employee's internal plan survey

The individual strategic planning groups continue to meet to develop an action plan to begin implementing possible proposed changes addressed by the groups.

On December 8th there will be a Department meeting at 2:00 p.m. in Conference Room B at the Police Department. The following issues will be discussed: budget, Department organizational structure, strategic planning internal survey and computer system. The individual internal strategic planning groups will give a brief presentation to Department members outlining the progress of their work to date.

8. Police Chief's Report:

Chief Morris reported:

• October's statistical reports were reviewed.
• Operational and capital budget recaps were reviewed.
• The Commission complimented the Chief and the Department on the excellent job they have done and continue to do in handling the homicide that occurred on November 2, 2005.
• The Department has been working with the Downtown Business Association and the Portage County Tavern League to install a digital camera in the area of the Farmer's Market to help local businesses and law enforcement monitor the occurrences in the area.
• The proposed keg registration ordinance was approved by the Public Protection Committee at their regularly scheduled meeting on November 14th and will be on the full Council's agenda for Monday November 21st.
• The Commission supported the Chief's proposed plan to abandon the south side garage and assign police vehicles to police personnel. The Mayor is reviewing this plan for possible further consideration.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for October, 2005.

9. Fire Chief's Report

Chief Barnes reported:

• The Chief continues to build a collapse rescue team for our region of Wisconsin. The Common Council will vote to approve a Mutual Aid Agreement for the City of Marshfield which will in turn join Wisconsin Rapids to the team as well.
• J. B. Moody hopes to be medically cleared to return to work sometime in the beginning of December. When he does return to work, Chief Barnes will be able to establish an ending date for his probationary period.
• Brian Spence is back in the state and believes he will be back to work sometime in January of 2006.
• Deputy Chief Gordon continues to help the first responder groups upgrade EMT according to the EMS Advisory Committee's plan. He also has started to do mass casualty outreach training for the first responder groups in the county.
• The Department is in the mid phase of implementing the new Zoll data collection system.
• The new IV infusion pumps and ventilators are now equipped on the ambulances.
• The promotional application process for deputy chief has been completed. The Department received one applicant. Because there is one applicant and the management members of the Fire Department believe he is qualified, the applicant will interview before the Police and Fire Commission at the December Commission meeting.
• A conditional offer of employment has been made to Joe Brown. The medical and psychological evaluations have been scheduled for November 17th.
• At the recent local monthly EMS Advisory Committee meeting members were asked to develop questions for the EMS system consultant to evaluate.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Fire Chief's report for October, 2005.
