Commissioner Schleihs moved, seconded by Commissioner Meyer, to approve Captain John Zinda to the position of Deputy Chief when the appropriate vacancy occurs.

Commissioner Schleihs moved, seconded by Commissioner Pazdernik, to approve Brian Spence to the position of Lead Paramedic effective when the shifts are aligned on January 3rd 2006.

5. Approval of Minutes - November 15, 2005

Commissioner Taylor moved, seconded by Commissioner Pazdernik, to approve the minutes of November 15, 2005.

Commissioner Meyer moved, seconded by Commissioner Schleihs, to accept the confirmation of the November 2005 bills.

7. Police Chief's Report: Chief Morris reported:

• The proposed keg registration ordinance was approved by the Common Council on November 21st. Sheriff Charewicz has contacted representatives from Park Ridge and the Town of Hull to ask for their participation in passing an ordinance for their respective municipalities. The Village of Plover will have an item on their agenda in January to allow a similar presentation by Sheriff Charewicz. Development of the keg registration form and a marking system for registering kegs is being completed by Captain Ruder. The Department will meet with all known keg retailers and distributors by January 15th to explain the process and secure their cooperation.
• Chief Morris was contacted by Superintendent Bette Lang regarding a written agreement between the Police Department and the school district for police liaison services. The Chief attended a meeting with Superintendent Lang and Jim King on December 5th to discuss this issue and an agreement will be drafted for review in mid-January.
• The Department held its first State of the Union on December 8th. Topics discussed included the 2006/2007 budget, the Department's organizational structure for 2006, the progress of e-Reporting and the future of the Stevens Point Police Department. The five Internal Survey Response Resolution Teams gave a brief presentation of their work to date. Commissioner Taylor commended the Teams for their dedication and hard work on this project.
• The non-represented employee annual evaluation process will be delayed one month.
• The Chief and several management members of the Police Department attended training on Monday sponsored by the Attorney General's office dealing with electronic recording devices and record retention. In July the Wisconsin Supreme Court ruled that the interrogation of all juveniles in secure detention must be electronically recorded either by video tape or audio tape. The legislature passed and the Governor will sign the bill mandating a similar process for adults.
• The United Way is sponsoring a program entitled 2-1-1 which is a national abbreviated dialing code for free access to health and human service information and referral. The Portage County United Way has contracted with the United Way of Marathon County to provide the telephone answering service portion of 2-1-1.
• The Stevens Point Police Department has partnered with the Portage County Sheriff's Department, the Portage County Department on Aging, the Plover Police Department and the Alzheimer's Association to launch the Safe and Sound Program system. The system is intended to help locate and return persons afflicted with dementia to their caregiver.

Commissioner Taylor moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for November, 2005.

8. Fire Chief's Report: Chief Barnes reported:

• The Common Council passed a Mutual Aid Agreement with the City of Marshfield at the November Council meeting.
• The Chief spent the majority of December 13th in Madison talking about collapse rescue. The Chief has been working with collapse rescue team leaders to prompt a movement at State Government to answer questions of liability, workers compensation insurance, planning, team deployment and sustainability.
• J. B. Moody returned to work effective December 5th 2005. His absence will extend his new probationary period to March 26th. The Chief will bring him to interview before the Commission at the regularly scheduled March meeting.
• Brian Spence is back in Wisconsin and his anticipated return to work date is January 5th, 2006.
• Deputy Chief Gordon continues to help the first responder groups upgrade EMT according to the EMS Advisory Committee's plan. He also has started to do mass casualty outreach training for the first responder groups in the county. Deputy Chief Gordon continues to work on developing the Zoll data collection system. With the Chief' approval Deputy Chief Gordon has assisted the County with the interviews of the personnel to be hired for the Rapid Response Unit.
• Deputy Chief Engebretsen is evaluating bids for a replacement ambulance in 2006.
• Two conditional offers of employment have been issued to fill the two new positions created by the 2006 ambulance service agreement with Portage County. These positions are scheduled to start:
  • Mr. David Briggs of Eau Claire on January 4, 2006.
  • Mr. Jeffrey Koch of Port Washington on January 5, 2006.
• The Chief provided a spreadsheet showing the status of the current hiring list. The chief has contacted CVTC to prompt the start of the next entry level hiring process.
• At the January meeting the Commission will interview a Motor Pump Operator and Captain for promotion.

Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the Fire Chief's report for November, 2005.
