1. PARKING METER REPORT: (ATTACHMENT)

C/T Schlice moved, seconded by Alderperson Barr
to accept the August 2005 Parking Meter Report and place it on file.

2. CONSIDERATION/ACTION OF
BIDS: (ATTACHMENT)
A) #15-05: GOERKE PARK CONCRETE STUCCO PROJECT
Director Schrader referred to the handout showing
that two bids were received in the amounts of $94,700 and $97,210 saying they were about $50,000 over the budgeted
amount. He said there might be several reasons that they were low on the estimate, one being the company that gave
the estimate didn't note all the deterioration and the other might be that right now building materials are more
expensive and harder to get because of the recent hurricane in the gulf and materials are being shipped south.
Mayor Wescott moved, seconded by Alderperson Wiza to reject the bids because they came in higher than the budgeted
amount and to develop an alternative plan for the stucco project.

B) #16-05: GOERKE PARK BABY POOL AND PLUNGE POOL REPLASTER PROJECT
Director Schrader again referred to the handout
showing two bids were received in the amounts of $28,460 and $58,685. He said the low bid would have been well
within the budgeted amount but the contractor did not submit a bid bond as required by State Statute and as shown
in the contract documents. He said the City Attorney advised him the low bid cannot be accepted without the bid
bond. The City Attorney concurred. The higher bid came in over budget and at this time there is no money available
to compensate for the extra amount.
Alderperson Wiza moved, seconded by Alderperson Moore to reject the bids for the reasons stated above and to rebid
the project at a later date.

C) CHEMICAL ROOM #9 - WATER DEPARTMENT BID
Mayor Wescott presented the bids saying the low
bid was from Boldt Construction of Stevens Point in the amount of $493,000. He said the Sewer and Water Commission
met earlier today and recommended the Board of Public Works approve the low bid.
Mayor Wescott moved, seconded by Alderperson Walther to accept the low bid from Boldt Construction of Stevens Point
in the amount of $493,000 for the Chemical Room #9 - Water Department Bid.

3. CONSIDERATION/ACTION OF
QUOTE: TWO PARKS TRACTORS (ATTACHMENT)
Fleet Maintenance Supervisor Laidlaw said he recommended the quote from Service Motors for $44,785.
Alderperson Wiza said he realized the money was budgeted but with the present crunch might we maintain the equipment
we have.
Supervisor Laidlaw said the existing tractors are already costing us in maintenance.
C/T Schlice moved, seconded by Alderperson Barr to accept the quote of $44,785.00 from Service Motors for the two
Parks tractors.

4. CONSIDERATION/ACTION OF
APPROVAL TO HAVE MAYOR SIGN AGREEMENT FOR DEER CULLING FOR 2005
Mayor Wescott said the agreement is being drafted by the City Attorney. He said Alderperson Trzebiatowski asked
to work with former Alderpersons Rackow and Phillips on the deer culling and the Mayor said he was comfortable
with that. He added the money for the deer culling is in the 2005 budget.
Alderperson Wiza asked if we are paying them more this year and Alderperson Barr said it is a fixed amount.
Alderperson Barber said he didn't think it was necessary to do this a third year, he thought they had done an excellent
job of culling over the past two years.
A discussion took place regarding that there are still plenty of deer in certain areas of the City and the Mayor
said he would check his notes but he thought the DNR said to cull the deer effectively it would require a four
or five year commitment.
Alderperson Barr moved, seconded by C/T Schlice to grant approval for Mayor Wescott to sign the 2005 Deer Culling
Agreement when it is completed by the City Attorney.

5. CONSIDERATION/ACTION OF
ESTABLISHING BUS PARKING AND HANDICAP STALLS FOR JEFFERSON SCHOOL (ATTACHMENT)
Mayor Wescott said a photo showing the bus parking and handicap stalls was included in the packet and he asked
if the school officials were comfortable with this.
Surveyor Hild said the school officials were in favor of the changes and he pointed out the handicap parking was
on East Avenue.
Alderperson Robinson said this change was needed.
Mayor Wescott moved, seconded by Alderperson Moore to approve establishing bus parking and handicap stalls in the
area of Jefferson School.
Ayes all; Nays none; Motion carried.
6. TRAFFIC STUDY TS-05-02
(ATTACHMENT)

Mayor Wescott said he is asking for one motion on
the Traffic Study, it was in the packet and it is self explanatory.
C/T Schlice moved, seconded by Alderperson Wiza to approve Traffic Study TS-05-02 as presented.

Mayor Wescott said there was some flooding on Division
Street in the area of McCulloch and asked if it was related to the Southside project.
Surveyor Hild said it wasn't related to the project, but was caused because the storm sewer is an 8-inch which
is a small diameter and it also drains another intersection.
Mayor Wescott moved, seconded by Alderperson Wiza to accept the Director's Report and place it on file.
