Transportation Committee
Thursday, May 10, 2005

Present: Chairman Hans Walther, Elbert Rackow, Joe Kanter, Alderperson C.J. Robinson, Jeremy Slowinski, Bob Woehr

1. Welcome and introduction of new Transportation Commission members.

C.J. Robinson, Jeremy Slowinski, and Bob Wehr were welcomed as new members of the Transportation Commission.

2. Approval of the minutes from the April 14, 2005 Transportation Commission meeting.

Commissioner Rackow moved to approve the minutes from the April 14, 2005 Transportation Commission meeting. Alderperson Robinson seconded. Commissioner Woehr abstained.

3. Distribution and discussion of signed UWSP U-Pass Transportation Agreement.

Manager Lemke presented the commission with a signed university agreement for academic calendar year 2005-06 to provide U-Pass service. The university will pay the City of Stevens Point a total of $93,594 for the service. The university routes will remain the same as CY 2004-05.
Chairman Walther explained the history of the U-Pass program to the new commissioners. Operation Supervisor Carroll reported that when the university recesses for summer it is estimated that 42,000
U-Pass rides will have been provided by Stevens Point Transit to university students for the academic calendar year 2004-05.

Alderperson Robinson made a motion to place the University of Wisconsin Stevens Point/Stevens Point Transit Transportation Agreement for CY 2005-06 on file. Commissioner Rackow seconded the motion.

4. Discussion and possible action on requested route change to Yellow Bus Route.

Manager Lemke received a request from Rich Sommers, 4224 Janick Circle, Stevens Point to consider a change to the East Side Business/Industrial Park (yellow) route. The suggested route change was to include Harmony Lane to St. Paul St. in the route. Mr. Sommers' apartment complex, Wilshire Woods, is located on Harmony Lane.

The current yellow route provides service upon request within two blocks from the Wilshire Woods apartments. The commission suggested that Manager Lemke develop an informational document for the tenants of the Wilshire Woods apartments which would inform the tenants that they do have service within two blocks and instruct them on how to use the current bus system.

Alderperson Robinson moved to deny the request for a route change to the East Side Industrial/Business Park (yellow) route. Commissioner Woehr seconded.

5. Manager's Report:

Quarterly Ridership and Revenue Statistics
Manager Lemke reported that the CY2005, 1st quarter overall system ridership was up 58.76%. The total revenue generated for the first quarter was $33,713.30.

The total operating budget expenditures for the first quarter of 2005 equaled $253,406 or 21% of the total operating budget for 2005.

Operations Supervisor Carroll has arranged for the National Transit Institute to facilitate a training on May 23, 2005. The training is entitled Musculoskelatal Disorder Awareness and Prevention and is focused on preventing worker compensation injuries. All city departments have been invited to participate in the training. The training will be held in the Pinery Room at the Portage County Library.

The third week in August Bus Operators will receive public relations and dealing with work related stress training. The training will be facilitated by Randy Pine who is a well known transit trainer. The training is being made possible through a collaborative effort of Wisconsin transit authorities and Transit Mutual Insurance Company who will pay for part of the training.

Manager Lemke along with several other members of the Wisconsin Urban and Rural Transit Association traveled to Michigan the week of April 25, 2005 to meet with Regional Transit Authority representatives from Kalamazoo, Lansing and Grand Rapids. The purpose of the trip was to learn about Transit Authorities. Manager Lemke briefed the Commission on how Transit Authorities operate, who is involved and the benefits of an authority. Manager Lemke stated that the state of WI currently does not have legislation to allow Transit Authorities. WURTA will determine in the near future if they will support drafting a legislative bill to allow RTAs in Wisconsin.

There is currently a part time Bus Operator position open. The last round of interviews proved to be unsuccessful in filling the vacancy. Manager Lemke indicated that Ms. Jakusz in the Personnel Dept. will be re-advertising for the vacancy.

The next Transportation Commission meeting will be held on June 7, 2005 at 4:30 at the Lincoln Center.
