5. Approval of Minutes

Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the minutes of October 10, 2006 and October 30, 2006 meetings.

Ayes, all; nays, none. Motion carried.

6. Confirmation of Bills

Commissioner Schleihs moved, seconded by Commissioner Taylor, to accept the confirmation of the October 2006 bills.

Ayes, all; nays, none. Motion carried.

7. Fire Chief's Report:

In Chief Barnes' absence Deputy Chief Kujawa reported:

• Chief Barnes is currently appearing before the Portage County Board of Supervisors to discuss the status of future response capability to hazardous materials spills in Portage County. He is there as the chair of the Local Emergency Planning Committee.
• Probationary Firefighter/Paramedic Tim Sinkler has completed his orientation and is now assigned to B shift under the direction of Deputy Chief Zinda.
• There will be two firefighter/paramedic off probation interviews at the December 12th 2006 commission meeting.
• The Department is continuing the process of assisting Fire Responder Groups to upgrade their level of care to EMT basic. This is in concert with the 2000 EMS strategic plan.
• The writing of the new First Responder Operational Plan for Portage County EMS has been temporarily placed on hold to provide the additional staff time needed to address the Ambulance contract issues. This important project will be continued as soon as time can be allotted.
• The Fire Department is nearing completion of the planning phase of creating the medication management system.
• Stevens Point Fire Department is participating with St. Joseph's Cardiology in a newly developed program called RESCUE 1. This program was noted in yesterday's Stevens Point Journal. It allows the Fire Department paramedics to transport heart attack patients directly to St. Joseph's cardiac catheterization unit. Paramedic in-service, equipment preparation, and interagency planning have all been completed. The program started on November 1st.

Commissioner Schleihs moved, seconded by Commissioner Taylor, to approve the Fire Chief's Report for October, 2006.

8. Police Chief's Report

In Chief Morris' absence Captain Ruder reported:

• The Chief and Captains will conduct police officer applicant interviews on November 16th and 17th, 2006. Seven candidates remain in the process. The Chief would like to schedule interviews before the Commission sometime during the week of November 27th.
• On November 9th officers were dispatched to SPASH for a report of a bomb threat. SPASH administration immediately placed security measures on the school. A search of the facility failed to produce a bomb. Officers conducted security checks on November 10th as students entered the school.
• A welcome home ceremony for C Battery, 1st Battalion, 120th Field Artillery was held at the Stevens Point Municipal Airport on November 9th.
• On November 9th officers handled a high volume of traffic accidents due to the first snow fall of the season.
• The Christmas Parade is scheduled for November 16th at 6:00 p.m. The Police Department will have a float this year.

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Police Chief's report for October, 2006.
