Special City Council Meeting
January 22, 2007, 5:30 P.M.
City Conference Room, 1515 Strongs Ave.
Mayor Gary W. Wescott, presiding
Roll Call:
Ald. Sevenich, Walther, Wiza, Robinson, Slowinski, Trzebiatowski, Molski, Stroik, Barber, Moore.
Excused:
Hanson.
Also Present: City Clerk Moe, Comptroller/Treasurer Schlice, Director Gardner, Director Halverson, Director Euclide.
2. Public hearing - request to operate a Printing
Business at 2301 Country Club Drive as a conditional use.
Mayor Wescott declared the public hearing to operate a printing press at 2301 Country Club Drive as a conditional
use open.
Doug Radke, 3800 Heffron Street, was pleased to have the written statement by Ray Schmidt, with Portage County,
who sees no problem with Spectra Printing being in the well head protection zone. He suggested that to better monitor
for any contamination the City should require quarterly well monitoring not the annual monitoring as stated in
the resolution.
Mayor Wescott declared the public hearing closed as no one else wished to speak.
3. Resolution on the above.
Mayor Wescott said the correspondence from Ray Schmidt had been distributed to all the Council members. Directors
Euclide, Halverson, Gardner were part of a telephone conference call with George Kraft with UW-Stevens Point. They
are currently working to get a written copy of his testimony. He asked any of the directors to address the issue
of annual monitoring of the wells.
Director Euclide stated he believed that annual monitoring was adequate especially with Director Halverson having
the authority to ask for more frequent testing if necessary.
Mayor Wescott said that Mr. Radke does have a point that if a spill occurs after the testing was done it would
not be until a year later that it would be found.
Director Gardner said because of the short distance any contaminate would travel in a year annual monitoring is
adequate. In addition, if there is a spill they are bound by law to report it.
Director Halverson said her department currently does monitoring on an annual basis. With the containment and the
discussions we have had the likelihood of a spill is very unlikely. Even if something would happen, like in the
loading dock, we would know and the clean up would start right away.
Mayor Wescott asked how many wells are currently being monitored.
Director Halverson answered over a hundred.
Mayor Wescott said that it was normal than with a hundred wells to be on a yearly review.
Ald. Wiza asked what a typical monitoring cycle costs.
Director Halverson said that it varies depending on what and how many contaminates you test for. It costs the City
several thousand dollars for the hundred wells we monitor.
Mayor Wescott said it is a great investment in protecting our wells.
Hans Hofmeister, 3300 Jordan Lane, said it is their responsibility to pay for the testing and believes it will
cost about $2000 for the testing of the three wells.
Ald. Trzebiatowski asked if the subdivision in the area has private wells or if it was connected to the city.
Director Gardner said it has private wells and septic systems.
Ald. Trzebiatowski said that is a potential concern for the City and Spectra in terms of a potential liability.
Director Gardner replied it depends on the actual movement of the ground water. He doesn't believe there are a
lot of wells on the downgrade from this site.
Director Halverson said there was a monitoring well nearby.
Ald. Robinson moved, seconded by Ald. Molski, approval of the resolution to operate a printing business at 2301
Country Club Drive as a conditional use.
Roll Call: Ayes: Ald. Sevenich, Walther, Wiza, Robinson, Slowinski, Trzebiatowski, Molski, Stroik, Barber, Moore.
Nays: None. Motion carries.
