1. Roll Call

Present: Curtis, Freckmann, Glodosky, Hall, Okonek, Sorenson, Trzebiatowski, Wiza

Excused: Bahling, McDonald

Also Present: Director Schrader, Ald. Hanson, Peggy Rentz

2. Approval of the May 2, 2007 Minutes

Motion was made by Okonek, seconded by Hall to approve the minutes of the May 2, 2007 meeting and place them on file.

Ayes - all; Nays - none. Motion Carried.

3. Recommendation of Pritchard Land Donation

Director Schrader referred to maps and drawings showing the area Mr. Pritchard would like to donate for park land and he said his recommendation is to accept the donation and make it part of the Green Circle trail system.

Motion was made by Hall, seconded by Wiza to accept the donation of land from Mr. Pritchard as presented and make it part of the Green Circle trail with thanks and appreciation from the Park Board to Mr. Pritchard.

Ayes - all; Nays - none. Motion Carried.

4. Naming of Park Land brought in as part of Phase I Town of Plover Annexation

Director Schrader explained that a deferred annexation from the Town of Plover has brought in two parks, a smaller park and a larger park. He said the small area is just a strip of land along the interstate that most have not even realized is a park. The larger one does have a small area of playground equipment that is very old and will be replaced. He said the procedure for naming a park is that we recommend a name and put a notice in the paper and have 30-days in which we receive input, if any, from the public. He said his recommendation is to name the park Village Green Park because that's what it has been commonly known as over the years, we would use I and II to differentiate between the two. He added the criteria for naming a park is to name it after a historic event or person or an area that is recognizable.

Director Schrader went on to say that in the past when a developer donated land for a park, it was either wetlands or a small remnant like the smaller park and in the past 20-years the Park Commission has been careful not to take remnants, but take something that is functional. To give the land back to the neighbors would be a complicated process as it is dedicated park land.

A discussion included questions such as what is included in the small area and what maintenance would be required and could it be a bird habitat. Director Schrader said the smaller area will be a natural area that will require little or no maintenance and as for a bird habitat, there are birds there but it's not a real dense area. The larger one will require maintenance because there will be new equipment installed. He added there will be signs installed with the name of the park and saying it is a public area.

Freckmann said the small area creates a better image along the interstate and Director Schrader said it does look better from the interstate.

Motion was made by Curtis, seconded by Sorenson to recommend naming the Park in the Village Green Subdivision as Village Green I for the larger park area and Village Green II for the smaller park.

Ayes - all; Nays - none. Motion Carried.

5. Election of Officers

Motion was made by Hall, seconded by Okonek to nominate Mike Glodosky for President.

Ayes - all; Nays - none. Motion Carried.

Motion was made by Hall, seconded by Sorenson to nominate Liz McDonald for Vice-President.

Ayes - all; Nays - none. Motion Carried.

6. Director's Report

KASH Playground Grand Opening was successful and he had heard from a DNR representative that he was totally impressed with the equipment and design and was going to talk about it in Madison. Schrader also said he has submitted the park for state and national park awards.

Ald. Wiza said the Fishing Club has about $2,500 that they are going to donate to put in a handicap fishing pier. The dock will be a type that does not have to be pulled out every year.

Director Schrader said the new equipment at the park has increased traffic and parking and traffic pattern changes are being considered, such as one way traffic. Input from the nearby residents has supported that. He added that a sewer construction project will close the street later this season.

Willett Arena will have repairs to the metal on the north side of the building.

The larger park at the Village Green Subdivision will be getting new playground equipment, the old being removed because it is so out of date. Director Schrader said he had an artist's rendering done of the playground equipment and he had the rendering laminated and mounted at the park so the new residents to the City will see what they are getting.

Yulga Park in Whitetail Subdivision will be getting playground equipment, that park is located at the end of Partridge Way. A meeting at the park is scheduled for August 15 at 6:00 p.m. to get input from the neighbors as to where they want the equipment and access to the Green Circle Trail. Sodas and snacks will be provided. He invited anyone interested to attend that meeting saying he has found it is much better to get input from the neighbors. The area has been cleared out, brush removed and dirt placed.

Okonek asked what kind of surface would be placed and Director Schrader said wood chip. The rubberized surface is very expensive and at some time we will probably budget to put it in the major playground areas. It increases the length of time in the spring and fall that the playground can be used.

Director Schrader said we have had no reports of the Emerald Ash bore in our area but we have had a busy year with Dutch Elm Disease, the drought has been harmful to the trees. He said there is a tree in the boulevard in front of his house that will be used for testing for the Emerald Ash bore, the condition of the tree makes it susceptible.

The Bukolt bathroom project will be bid out on August 9th and it appears there is a lot of interest in the project. We will hopefully have it done this year.

Director Schrader asked if the Board would like to have a cookout next month with the meeting and the consensus was that they would.

Ald. Wiza said he would like to thank the Park Department for promptly taking care of the bumper issue at the Franklin Street dock.

7. Adjournment

Motion was made by Glodosky, seconded by Hall to adjourn the August 1, 2007 Park Board meeting at 6:50 p.m.
