1. Request to fill vacancy - Fire Department
Personnel Specialist Jakusz stated that Mayor Halverson
has reviewed and approved this request. This position is included in the 2007 budget. Mayor Halverson stated that
although this position falls under the purview of the Police and Fire Commission, he is bringing it forward to
the Personnel Committee for informational purposes.
Alderperson Molski moved, Alderperson Wiza seconded, to approve filling the vacancy created by FF/P Nickels resignation.
Ayes all; nays none. Motion carried.
2. Request to fill vacancy
- Streets Department
Personnel Specialist Jakusz indicated that the packet
included a memo from Director Euclide outlining his request. He is on hand to address questions.
Alderperson Wiza moved, Alderperson Moore seconded, to approve filling the vacancy created by Superintendent of
Streets Krieski's upcoming retirement. Ayes all; nays none. Motion carried.
3. Discussion and possible
action on organizational changes for the Department of Public Works Action on this item was postponed by action
at the June, 2007 Personnel Committee meeting.
Director Euclide stated that he is not adding to the number of positions in the table of organization; he reallocating
one line position into a supervisory position. He feels this is necessary based on the number of crews performing
a variety of work in different locations throughout the City. Director Euclide's request includes cost estimates;
he stated that the cost difference from filling a line position versus a supervisory position will be less than
what he's calculated and he feels the productivity of the department will increase. Chairman Hanson asked when
this position will be filled. Director Euclide responded that the recruitment will take place in the upcoming months,
but it is likely the Superintendent of Streets will be hired first.
Alderperson Molski moved to approve the organizational changes in the Department of Public Works, Alderperson Wiza
seconded. Ayes all; nays none. Motion carried.
4. Enter closed session (7:40
p.m.) pursuant to Wisconsin State Statutes 19.85(1)(e) and (f) for:
A. Vacation Request Grievance - AFSCME Local 348
B. Job Assignment Grievance - AFSCME Local 309

Alderperson Hanson moved to enter closed session, Alderperson Molski seconded.

Alderperson Molski moved to deny the Job Assignment grievance brought forward by AFSCME Local 309, Alderperson Moore seconded. Ayes all; nays none. Motion carried.
C. Extraction/Initial Replacement of Teeth Grievance - AFSCME Local 309
Alderperson Hanson moved to authorize a payment for the claim in the amount of $2,282.00, Alderperson Molski seconded. Ayes: Hanson, Molski, Myers; Nays: Moore, Wiza. Motion carried with a vote of 3 - 2.

Alderman Molski moved to recommend ratification of the 2007-2008 AFSCME Local 309 Transit tentative agreement, the 2007-2008 AFSCME Local 348 Clerical & Related tentative agreement, and the 2007-2008 Teamsters Local 662 Water/Wastewater, Alderperson Wiza seconded. Ayes all; nays none. Motion carried.
