Chairman Hanson called the meeting to order.

closed session) for action on the Vacation Request Grievance - AFSCME Local 348.

1. Discussion and possible action on AFSCME Local 348 Reclassification Requests
Dispatcher
Engineering Tech II
Personnel Specialist stated the an error was made
in the calculation for the 2007 cost for the Dispatcher reclassification; the 2007 cost is approximated at $6,456.45.
Jakusz explained that a reclassification request for this employee group came before the Personnel Committee 2
years ago. At that time, no pay increase was recommended, although several other recommendations were made. She
acknowledged the efforts made
by the Police Chief and other members of the Police Department management team to institute meaningful changes
such as work schedule and adding an additional dispatcher position when a records bureau position became vacant.
Jakusz noted that some of the dispatch employee were present and asked if they'd like to make any comments. Ginger
Konop stated they would be happy to address any questions regarding their request.
Houston Parrish, AFSCME Local 348 union representative introduced himself and stated that he is aware that part
of the recommendation includes a modification to the wage schedule for this group of employees and that will need
to be bargained with the union. Personnel Specialist Jakusz stated that she is aware of that and that point is
noted in her recommendation, but the approval of the recommendation needs to come first.
Alderperson Molski moved, Alderperson Wiza seconded, to approve increasing the dispatcher rate of pay by $.75 per
hour effective 7/1/2007 and modifying the wage steps for the dispatcher classification and reclassifying Pat Fuehrer
from Engineering Tech II to Engineering Tech III effective 7/1/2007. Ayes all; nays none. Motion carried.
2. Discussion and possible action on health insurance plan amendments in 2008 for non-represented employees.
Personnel Specialist Jakusz referred to the memo that was included in the packet. She stated that all non-represented
employees have been made aware of the recommendations prior to tonight's committee meeting.
Alderperson Wiza moved, Alderperson Hanson seconded, all ayes to approve the recommended health insurance plan
amendments for the non-represented employees effective 1/1/2008. Ayes all; nays none. Motion carried.
Alderman Wiza noted that even with these plan modifications, the health insurance plan afforded to the non-represented
employees is still more lucrative than he receives.
3. Enter closed session (7:45 p.m.) pursuant to Wisconsin State Statute 19.85(1)(f) for Vacation Request Grievance
- AFSCME Local 348
Alderperson Moore moved to enter closed session, Alderperson Molski seconded.

4. Alderperson Wiza moved to reconvene into open session at 8:12 p.m.; Alderperson Moore seconded.

Alderperson Wiza moved, Alderperson Moore seconded, to deny the Vacation Request Grievance - AFSCME Local 348.
Ayes all; nays none. Motion carried.
