Commissioner Taylor moved, seconded by Commissioner Schleihs, to adjourn into executive session.

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve Probationary Police Officer Tim Obremski to regular status upon the successful completion of his probationary period.

5. Approval of Minutes

Commissioner Schleihs moved, seconded by Commissioner Taylor, to approve the minutes of December 12, 2006 and January 2, 2007.

Ayes, all; nays, none. Motion carried.

6. Confirmation of Bills

Commissioner Meyer moved, seconded by Commissioner Taylor, to accept the confirmation of the December 2006 bills.

Ayes, all; nays, none. Motion carried.

7. Fire Chief's Report:

Chief Barnes reported:

• The 2007 entry level recruitment drive will soon begin. Chippewa Valley will continue to manage the recruitment and testing process. This year we are up to 12 participating Wisconsin Fire Departments. This is up by four from 2006.
• The Chief provided a memo recommending a 5 year step raise for Deputy Chief Jay Gordon effective March 12, 2007.
• Patrick Thornton of the Stevens Point Journal will be riding along on Friday, January 12, 2007.

Commissioner Schleihs moved, seconded by Commissioner Taylor, to approve the Fire Chief's Report for December, 2006.

8. Duty disability retirement - Police Department

Officer Paul Kaczmarek retired from the Police Department effective January 5, 2007 with 23 years of police service.

9. Police Chief's Report

Chief Morris reported:

• 2006 and 2007 began with a small crime wave followed by a lot a media attention. The incidents have all been cleared with the arrest of seven individuals on charges ranging from probation/parole violations through assault. The Department has devoted a significant effort to ensuring the community receives the information of the arrests and that the activity was neither random nor typical of Stevens Point.
• The Chief submitted a request to Mayor Wescott to realign the number of civilian dispatchers from six to seven and the number of Records Bureau secretaries from five to four. The Chief's written request was approved by the Personnel Committee at their meeting on January 8, 2007. A dispatcher recruitment will begin pending the approval of the Common Council at its regularly scheduled January meeting.
• Information Technology Update: The process of improving the computer connectivity of the squads to headquarters continues. The Department has installed an 800 mghz unit in one of the vehicles and is integrating the system with the existing 900 mghz system to see if that improves connectivity.
• Police Union negotiations are scheduled for January 15 and 30.
• Negotiations continue with AFSCME for a contract for the preceding two years with the dispatchers and secretaries.
• Officer Dean started light duty effective January 8, 2007.
• Effective January 8 all of the previously announced personnel assignment adjustments have begun.
• Captain Ruder and the Chief will attend training in Superior, Wisconsin from January 15th through the 18th.

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the Police Chief's report for December, 2006.
