April 10, 2007, 4:33 p.m.

Roll Call: Commissioners Judy, Meyer, Rice and Schleihs

Commissioner Taylor, excused

Also Present: Police Chief Morris, Fire Chief Barnes, Mayor Wescott, Mayor Elect Andrew Halverson, Alderperson Norm Barber, Alderperson Roger Trzebiatowski, Alderperson George Hanson, Alderperson Marge Molski

2. Adjourn into executive session (approximately 4:30 p.m.) pursuant to Wis. Stats. ss. 19.85 (1) (b), (c), (e) and (f) for the following: a. Captain interview - Fire Dept. b. Motor Pump Operator interviews (2) - Fire Dept.
c. Lead Paramedic interview - Fire Dept. d. Updates on Police and Fire labor negotiations, mediation, arbitration and personnel issues

3. Reconvene into open session (approximately 5:00 p.m.) for possible action on item numbers 2(a), 2(b), 2(c) and 2(d).

2. Discussion, with possible action, EMS contract

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the Ambulance Service Agreement Between Portage County and The City of Stevens Point as presented and to forward the Agreement to the City Council for possible action.

Ayes, all; nays, none. Motion carried.

3. Adjourn into Executive Session (approximately 5:00 p.m.) pursuant to Wis. Stats. ss. 19.85 (1) (b), (c), (e) and (f) for the following:

a. Captain Interview - Fire Department
b. Motor Pump Operator interviews - Fire Department
c. Lead Paramedic interview - Fire Department
d. Updates on Police and Fire Labor negotiations, medication, arbitration and personnel issues

Commissioner Schleihs moved, seconded by Commissioner Meyer, to adjourn into Executive Session.

Roll call: Ayes: Commissioners Judy, Meyer, Rice and Schleihs
Nays: None. Motion carried.

4. Reconvene into open session (approximately 5:30 p.m.) For possible action on item numbers 3(a), 3(b), 3(c) and 3(d).

Commissioner Rice moved, seconded by Commissioner Schleihs, to reconvene into open session for possible action.

Roll call: Ayes: Commissioners Judy, Meyer, Rice and Schleihs
Nays: None. Motion carried.

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve Brian Laszinski to Captain, Joseph Gemza to Lead Paramedic, and Jodi Baganz and Mark Schoeberle to Motor Pump Operator when the appropriate vacancies occur.

Roll call: Ayes: Commissioners Judy, Meyer, Rice and Schleihs
Nays: None. Motion carried.

6. Approval of Minutes - March 13, 2007

Commissioner Schleihs moved, seconded by Commissioner Rice, to approve the minutes of March 13, 2007.

Ayes, all; nays, none. Motion carried.

7. Confirmation of Bills

Commissioner Schleihs moved, seconded by Commissioner Meyer, to accept the confirmation of the March 2007 bills.

Ayes, all; nays, none. Motion carried.

8. Fire Chief's Report

Chief Barnes reported:

Commissioner Meyer moved, seconded by Commissioner Rice, to accept the Fire Chief's Report for March 2007.

Ayes, all; nays, none. Motion carried

9. Police Chief's Report

Chief Morris reported:

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for March 2007.

Ayes, all; nays, none. Motion carried

10. Election of President; appointment of officers

President Richard Judy will be leaving the Commission after serving a term of 12 years, eleven of those years having served in the capacity of President. Dave Schleihs was nominated as acting President and an election will be held at the May commission meeting.

11. Adjournment

The meeting adjourned at 6:36 p.m.
