2. Discussion, with possible action, EMS contract

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the Ambulance Service Agreement Between Portage County and The City of Stevens Point as presented and to forward the Agreement to the City Council for possible action.

Ayes, all; nays, none. Motion carried.

3. Adjourn into Executive Session (approximately 5:00 p.m.) pursuant to Wis. Stats. ss. 19.85 (1) (b), (c), (e) and (f) for the following:

Commissioner Schleihs moved, seconded by Commissioner Meyer, to adjourn into Executive Session.

Commissioner Rice moved, seconded by Commissioner Schleihs, to reconvene into open session for possible action.

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve Brian Laszinski to Captain, Joseph Gemza to Lead Paramedic, and Jodi Baganz and Mark Schoeberle to Motor Pump Operator when the appropriate vacancies occur.

6. Approval of Minutes - March 13, 2007

Commissioner Schleihs moved, seconded by Commissioner Rice, to approve the minutes of March 13, 2007.

7. Confirmation of Bills

Commissioner Schleihs moved, seconded by Commissioner Meyer, to accept the confirmation of the March 2007 bills.

Ayes, all; nays, none. Motion carried.

8. Fire Chief's Report

Chief Barnes reported:

• The Chief will meet with the architect on April 11th for a status report on Station 2.
• Effective April 5th Station 2 will be temporarily located at 2301 Country Club Drive.
• Mr. Glenn Novak is scheduled to start employment on May 7th.
• There will be an open house for retiring Captain Scott Rifleman on Friday, April 20th at 9:00 a.m. at the Fire Department.
• The Office of Justice Assistance has designated Stevens Point Fire as a local resource for technical rescue. This designation makes the Department eligible for training and equipment grants. Two classes are already being planned.
• The Chief gave a brief review of advertising and promotional materials for the Deputy Fire Chief process.

Commissioner Meyer moved, seconded by Commissioner Rice, to accept the Fire Chief's Report for March 2007.

9. Police Chief's Report

Chief Morris reported:

• All new officers are progressing through their training at a very acceptable rate. Three officers will complete their field training in May and Kristi Ahrens will begin field training on May 6th.
• On Wednesday, April 4th, the police union ratified their new collective bargaining agreement covering 2007 and 2008. The Common Council will take up the issue and is expected to also ratify the agreement at the April Common Council meeting.
• April 10th negotiations will start with the AFSCME clerical union.
• Dennis Laidlaw, City DPW Fleet Manager, purchased the six used unmarked cars to replace the current unmarked fleet.
• The architectural firm of Gruenwald and Associates has been hired to design a layout and prepare specs for bid requests for relocating the dispatch center to the western part of the space previously used executively by the Records Bureau.
• DCS Net Link of Rice Lake is developing a proposal to replace the current infrastructure for data transfer from the vehicles in the field to the station. The new, more reliable system will utilize existing cell phone networks as the information carrier.
• Other matters of interest: Capt. Ruder will be attend the April through July 2008 session of the FBI National Academy contingent upon passing an interview and a background process.

Commissioner Meyer moved, seconded by Commissioner Schleihs, to approve the Police Chief's report for March 2007.

10. Election of President; appointment of officers

President Richard Judy will be leaving the Commission after serving a term of 12 years, eleven of those years having served in the capacity of President. Dave Schleihs was nominated as acting President and an election will be held at the May commission meeting.
