Mayor Halverson informed the Commission the City is moving forward with a proposal from Carlson Dettman Consulting
to study the current non-represented management pay plan. The cost of this study will be approximately $17,500.00.
3. Approval of Minutes -
May 15, 2007
Commissioner Nuck moved, seconded by Commissioner Taylor, to approve the minutes of the May 15, 2007
meeting.

4. Confirmation of Bills
Commissioner Meyer moved, seconded by Commissioner Rice, to accept the confirmation of the May 2007 bills.

5. Fire Chief's Report
Chief Barnes reported:
The Commission reviewed and commented on various
updates to standard operating procedures the Chief is finalizing.
The Chief briefed the Commission on the status
of Station #2.
Interviews will be held on July 2nd for the Deputy
Chief vacancy. There are four candidates scheduled to interview.
The Chief and the Mayor will be meeting with Plover
representatives on June 13th to begin initial discussions of a potential joint aerial response.
Engine #1 fire truck remains out of service and
is receiving repairs for the leaking water tank and front axle mountings. The Chief is looking at August as the
earliest return for the engine.
The base radio was installed into Station #1 on
June 7th.
The Chief will address the Personnel Committee
to allow the hire of an employee to fill a current vacancy.
The Chief will be attending the State Fire Chief's
Conference from June 20th through the 24th. He will be the Second Vice President for 2007/2008 and serve as President
in 2009/2010.
The Fire and Police Chiefs have forwarded a request
to Mayor Halverson to reclassify their Confidential Secretaries.

6. Police Chief's Report Chief Morris reported:
The big event of the month was the storm on June
7th which saw the county opening its Emergency Operations Center for the first time. Luckily there was no significant
damage. The cooperation and planning capability demonstrated by the various entities involved with preparing for
the potential disaster was amazing.
The AFSCME bargaining unit has reached a tentative
agreement that is planned to go to the July City Council meeting for approval.
Update: The architectural firm of Grunwalt and
Associates developed a design layout and preliminary bid specs for re-locating the Dispatch Center. A meeting was
held with the County Executive and County Board Representative to discuss the Police Department space needs. The
Department received a preliminary indication the space we need to acquire, which is currently allocated to the
county, will be available to the Department if the project moves forward. The Chief will keep the Commission updated
as to the status of this project.
Update: DCS Net Link of Rice Lake has been issued
a purchase order to construct the wireless link system. The cost of the project has been approved by the Comptroller/Treasurer
and will come from the Department's current capital and operational budget.
Update: The joint PCSO/SPPD firearms training committee
started work on the joint range. City Committee members include Captain Ruder and Officers Kussow and Zblewski.
Other matters of interest:
May crime stats showed a decline in the overall
number of burglaries which is at least partially attributable to a strong anti-burglary patrol by all four shifts.
The Department participated with UW-Madison student
Evan Barrett-Weitz' internship project. Evan analyzed the Police Department's aggravated assault rate as his POP
project. The analysis revealed that alcohol abuse and the city's younger average population age are significant
contributors to this particular crime problem.
Sharon Studzinski, the new SPPD dispatcher, started
employment on June 11th. The dispatchers started their ten hour scheduled on June 4th.
Captain Ruder is working with the PCSO to develop
final specs for our in-car video system so that bids can be sought by the end of October.
Captain Dowling will attend an informal session
on June 13th and 14th to learn the status and future of the WILEAG accreditation process.
Several department members (Chief Morris, Capt.
Dowling, Capt. Ruder, Lt. Carlson, Lt. Kudronowicz, Officer Zblewski and Officer James) helped out in the softball
throw at the Summer Olympic Games on June 8th. As always Officer Tony Zblewski put forth great effort in ensuring
that the experience of the Special Olympians was safe yet fun!

7. Adjourn into Executive
