2. People to be heard and announcements

Alderperson George Hanson distributed a copy of the EMS Oversight Board Meeting agenda for August 16, 2007.

President Schleihs will serve notice to the Oversight Committee requesting the PFC receive the committee's monthly agenda. The Commission felt it would be beneficial to take turns attending the monthly Oversight Board Meetings.

3. Approval of Minutes - July 10, 2007 and August 7, 2007

Commissioner Nuck moved, seconded by Commissioner Taylor, to approve the minutes of the July 10, 2007 meeting.

Ayes, all; nays, none. Motion carried.

Commissioner Rice moved, seconded by Commissioner Nuck, to approve the minutes of the August 7, 2007 special meeting.

Ayes, all; nays, none. Motion carried.

4. Confirmation of Bills

Commissioner Nuck moved, seconded by Commissioner Rice, to accept the confirmation of the July 2007 bills.

Ayes, all; nays, none. Motion carried.

5. Fire Chief's Report

Chief Barnes reported:

• The Chief briefed the Commission on the status of Station #2. There will be a "public hearing" for department members on August 22nd at 7:30. This will allow employees to provide space utilization feedback to the architect.
• A conditional offer of employment has been made to a deputy chief candidate contingent upon the successful completion of all hiring protocols and testing.
• Current staffing was discussed.
• The Chief briefed the Commission on the status of new hires. Commissioner Nuck moved, seconded by Commissioner Taylor, to approve Chief Barnes ranking the applicants on the eligibility list for future interviews when a vacancy occurs.
• Engine #1 fire truck has returned to service after receiving repairs.
• The Chief met with the consultant from Carlson Dettman Consulting regarding the non-represented management pay plan.
• There will be an open house at the Fire Department for Glynn Novak on August 24th at 6:00 p.m. PFC members are encouraged to attend if available.
• The Chief has been invited to attend the National Fire Academy's pilot course entitled "Command and Control Decision Making at Multiple Alarm Incidents" scheduled for November 25th through November 30th, 2007.

Commissioner Taylor moved, seconded by Commissioner Nuck, to accept the Fire Chief's Report for July 2007.

6. Police Chief's Report

Chief Morris reported:

• The Police Department and Sheriff's Department submitted and received a joint grant from Homeland Security for $13,000.00 to assist in outfitting a new range with equipment and supplies.
• On August 2nd the Mayor and Alderperson Norm Myers co-hosted a neighborhood listening session for District 1 residents. Some residents voiced concerns regarding the Police Department's dispatch center and process. In response to these concerns the Mayor and Chief co-authored a letter to District 1 residents requesting feedback regarding their concerns.
• 2008 budget development is underway. The Department is conducting reviews of all accounts to ensure proper funding of all operational and capital accounts.
• Graffiti has been identified as a resurgent problem in our community by the Police Department, the Common Council and the community at large. A new, tougher ordinance aimed at enforcing graffiti abatement has been enacted, community education has been increased and the Department is partnering with other city departments to ensure the quickest possible removal of this injurious material.
• Special thanks to Sgt. Babl for his perseverance and outstanding testimony in the Little Caesar's armed robbery trial last week which resulted in a conviction.
• AFSCME and the Common Council have ratified the labor agreements for 2007/2008. Final Council approval is expected on Monday, August 20th.

Commissioner Nuck moved, seconded by Commissioner Rice, to approve the Police Chief's report for July, 2007.

7. Consideration of resolution opposing provision of budget bill at sections 2666f and 2679i which would reduce local citizen control over Police and Fire Personnel through non-partisan Police and Fire Commissions

Commissioner Rice moved, seconded by Commissioner Taylor to support the resolution opposing a provision of the budget bill at sections 2666f and 2679i which would reduce local citizen control over Police and Fire personnel through non-partisan Police and Fire Commissions.

A resolution will be sent to the Senator, Assemblyman, Governor and to the Common Council for consideration.

Ayes, all; nays, none. Motion carried.

8. Donation - Police Department

Commissioner Nuck moved, seconded by Commissioner Taylor, to approve a $50.00 donation from the Stevens Point Noon Lions Club to the safety cadet program.

Ayes, all; nays, none. Motion carried.

9. Adjournment
