7. Report on Portage County
EMS Oversight Board Meeting of September 20, 2007
Commissioner Rice distributed a copy of the Oversight
Board Meeting Agenda of September 20, 2007. The meeting was attended by Commissioners Rice and Meyer. A brief discussion
followed.
8. Fire Chief's Report
Chief Barnes reported:
The Chief briefed the Commission on the status
of Station #2.
The next round of entry level applicant interviews
by the Deputy Chiefs is scheduled for October 18th.
The Management Pay Plan study is in the final stage
of development and will be released to the Common Council on October 22nd.
Fire Prevention Week
Fire Prevention activities of October 6th were
an outstanding success. Highlights include:
167 kids completed all six (6) safety stations;
campsite, home water heater, kitchen appliances, bathtub water, fire place and Halloween costume.
Over 200 families received a personally autographed
copy of Mrs. Bilbrey's second book "Brecker Bunny Learns to be Careful." Books donated by the Wisconsin
Alliance for Fire Safety.
Approximately 150 kids were trained in the Smoke
House.
An estimated crowd of 125 citizens viewed the live
fire sprinkler demonstration.
Donations to this project included:
Lowe's donated $320.00 in materials, 150 smoke
detectors, 96 glow sticks, flashlights, loan of kitchen and bathroom set up display, and a crew to deliver, set
up and retrieve both displays.
ReMax donated $500.00 to assist in building sprinkler
demonstration rooms.
IAFF Local 484 donated $100.00.
SPFD Ladies Auxiliary for coordination and management
services.
Hot Spot donated 16 anti scald shower and tub faucets.
Community Child Care donated a gift basket.
DigiCopy donated the printing of 5,000 flyers that
were distributed to all students in the Stevens Point School District. They also provided tracking slips for the
safety displays.
United States Fire Protection donated sprinkler
system for demo.
Target donated $25.00.
Sentry Insurance donated 8 flashlight radio combinations.
WPS donated 150 pin wheels.
Polito's Pizza provided pizzas for the many volunteers.
The Chief will be out of state the last week of
October 23rd on vacation.
The Chief will be attending the National Fire Academy
from November 14th through December 1st.
Deputy Chief Bob Finn starts employment at the
Fire Department on October 15th, 2007.

9. Police Chief's Report
Chief Morris reported:
The 2007 crime stats for the year to date show
total calls for service have increased by 648 compared to 2006.
Lt. Carlson has been working with Sallie Scovill
from UWSP to develop and implement a two year voluntary wellness program for members of the Department's Management
Team. The program is free of charge. Also participating will be Carol Grubba representing the AFSCME Union and
a representative of the SPPOO. It is hoped this program will serve as a pilot for the entire city to join in the
future.
Progress is continuing on the CAD (computer aided
dispatch) program. The Department has developed a timetable for installation and acceptance testing of the CAD
system.
The East Avenue street closure adjacent to Jefferson
School began October 1st and to date the closure seems to be meeting the goal of improving student safety, reducing
traffic congestion and not unduly disrupting neighborhood vehicular traffic flow.
The Department's efforts continue to monitor, educate
and control loud obnoxious behavior through extra patrol and enforcement. The past week the Department has been
in contact with neighbors in the area of the 1400 block of Wyatt Avenue to help them develop responses to ongoing
concerns regarding the nightly behavior of college and rental residents which is generally most prevalent during
warmer weather conditions.
The Chief briefed the Commission on the ongoing
issues of disorderly youth between the ages of 12 to 18 in highly frequented areas like Bukolt Park, the Shopko
parking lot or Meade Park.
Commissioner Taylor and the Management Team continue
to prepare for the creation of a new strategic plan or vision for the delivery of police services. The work focuses
on the development of key ideas to present to the community as the Department seeks input of those living, working
and playing in Stevens Point regarding concerns about personal safety and crime.
The dispatcher reclassification process was reviewed
by the Personnel Committee on October 8th. A study was completed by Personnel Specialist Lisa Jakusz which included
wage comparables for the three nearest dispatch centers. The study found there was a substantial disparity in wages
and the Personnel Specialist recommended an increase of 75 cents per hour for senior dispatchers.
